BULGARIANS have begun voting to elect their president, a largely ceremonial role that the current incumbent has transformed and put at the heart of the struggle against corruption in the European Union's poorest country.
Incumbent President Rumen Radev, the frontrunner with 49 percent in the first round of voting last weekend, faces off on Sunday against academic Anastas Gerdjikov after neither could secure an outright majority.
While Radev, a former fighter pilot, is the country's most popular politician, Bulgaria itself is riven by fractious political parties that have failed to deliver a stable government needed to tackle deep - seated corruption and the worsening coronavirus pandemic.
A clear win for Radev, 58, may usher in a period of political stability after last weekend's surprise victory in the third general election this year of a new anti-graft party.
We Continue the Change now hopes to find coalition partners to end six (6) months of political deadlock that have drawn out the worst political crisis since the end of communism 30 years ago.
But while Gerdjikov, also 58, only drew 23 percent in the first round, the University of Sofia rector is backed by the GERB party of former conservative premier Boyko Borisov, which came a close second in the general election.
Gerdjikov will also probably garner strong support from the nation's sizeable Turkish minority, comprising about nine (9) percent of the seven (7) million population.
The Turkish MRF party has been allied with GERB and has been snubbed by We Continue the Change in coalition talks.
Analysts also say that voter apathy might make the win more difficult for Radev, who was backed by the Socialists for his five (5) year term but now runs as an independent.
Only 40 percent of those eligible turned out for the first round last Sunday, and lacking a party machine the former air force chief of staff depends on a broad spectrum of backers.
These include We Continue the Change, whose founders - Harvard graduates Kiril Petkov and Assen Vassilev - served as ministers in the first interim administration Radev appointed in May after the inconclusive April poll.
Radev had supported the protests against Borisov's 10-year rule last summer, shouting " Mafia out!" with his fist raised in the air as he briefly joined the crowd.
He has also turned around perceptions that he is pro-Russian, said Gallup analyst Parvan Simeonov.
" Radev is no longer considered a Moscow man, " he said.
In a presidential debate on Thursday, Radev said he regretted most that he " didn't manage to contribute to the toppling of Borisov's regime sooner".
The end of Borisov's reign marked the beginning of the political deadlock, and that has coincided with an onslaught of the coronavirus in the EU member with the lowest COVID-19 vaccination rate and one of the world's highest pandemic mortality rates.
The second caretaker administration Radev appointed when parties failed yet another attempt to form a government after polls in July was strongly criticised for its poor handling of the outbreak.
The country has struggled to roll out jabs in the face of strong anti-vaccination sentiment and prolific fake news.
Both interim administrations did, however, win plaudits for an avalanche of revelations about corruption, fraud and mismanagement under Borisov, which Gallup analyst Svetlin Tachev said " played in Radev's favour ".
New Bulgarian University political science professor Antoniy Todorov summed up the vote as " a clash between two (2) visions " in the eastern European country.
It is one (1) between " the soft tolerance of endemic corruption and the firm opposition to a model of governance that uses public power for private purposes, " Todorov wrote in a blog post this week.
Sunday's polls, which opened at 7am (05:00 GMT), were due to close at 18:00 GMT with the first exit poll results due shortly afterwards.

Tey Kok Kiew is stepping down as Melaka DAP chief effective immediately after the party only won four (4) of the eight (8) seats it sought to defend in yesterday's state elections.
He also apologised for DAP's loss at the polls, reported by Malaysiakini.
" As the state party chief, I must be fully responsible for the results of the election, " he was quoted by the portal as saying.
Tey, who failed to defend the Bemban seat, said the decision to resign was a personal one.
He only managed to secure 3,095 votes, while Perikatan Nasional's Yadzil Yaakub won the seat after garnering 4,211 votes in the five-cornered fight.
Tey will, however, remain with the party.
DAP won Ayer Keroh, Kesidang, Kota Laksamana and Bandar Hilir.
Amanah, meanwhile, won in Bukit Katil while PKR lost in all the 11 seats it had contested.

The Nicaraguan government has started the process of withdrawing from the Organization of American States (OAS) after the regional body denounced the country's recent presidential elections as illegitimate.
Nicaraguan Foreign Minister Denis Moncada on November 19, 2021 (Friday) accused the OAS of interventionism and being controlled by the United States.
" We are resigning and disassociating ourselves from the Organization of American States, " Moncada announced during a news conference, adding that the OAS has the " mission of facilitating the hegemony of the United States with its interventionism over the countries of Latin America."
Exiting the OAS will take about two (2) years as Nicaragua fulfils its obligations.
The move comes after Nicaruguan President Daniel Ortega, a former Marxist guerrila who has held office since 2007, was re-elected for a fourth (4th) consecutive term in a November 07, 2021 vote that rights groups and international observers denounced as neither free no fair.
In the lead-up to the election, Ortega's government jailed dozens of opposition leaders - including seven (7) potential presidential candidates - and critics accused the Sandinista leader of cracking down on his challengers.
Ortega, 76, ran for re-election alongside his wife and Vice President Rosario Murillo and secured about 76 percent of the votes, according to Nicaragua's Supreme Electoral Council.
Russia, Cuba, and Venezuela expressed their backing of Ortega after the vote, while the UK, US and European Union slammed the vote, with US President Joe Biden accusing Ortega and his wife of orchestrating a " pantomime election that was neither free nor fair."
Experts also wanted the human rights situation in Nicaragua could worsen in the coming months.
Observes have accused Ortega of increasing authoritarianism since mass anti-goverment protests broke out in Nicaragua in 2018.
Since then, more than 103,600 people have fled the country - most to Costa Rica, according to a tally by the Inter-American Commission on Human Rights. At least 328 people were killed in an ensuring government crackdown on the demonstrations and more than 1,600 others were detained. At least 136 people remain in prison.
Early November 2021, the OAS General Assembly adopted a resolution saying Nicaragua's election lacked " democratic legitimacy ".
Twenty - Five (25) nations voted in favour of the motion and seven (7) countries - including Mexico, Honduras and Bolivia - abstained. Only Nicaragua voted against it.
" The elections on November 07, 2021 in Nicaragua were not free, fair or transparent and have no democratic legitimacy, " the OAS resolution stated.
World powers have issued fresh sanctions and other curbs against Nicaraguan government officials since the vote.
The Biden administration on November 16, 2021 ( Tuesday ) banned members of the Nicaraguan government from entering the country, while a day earlier, the US announced separate financial sanctions against Nicaraguan officials " in response to the sham national elections ".
The United Kingdom and Canada also announced new sanctions against prominent Nicaraguan officials.

AGUILA SALEH : WHO IS LIBYA'S HOUSE SPEAKER ?
Libya's influential speaker of parliament announced he will run for president, making him the latest candidate to join the race for the country's highest office after years of civil war.
Aguila Saleh, 77, who has led Libya's House of Representatives since 2014, announced his candidacy in a video statement on November 17, 2021 (Wednesday).
The elections are supposed to be held on December 24, 2021 before Christmas Eve, but face growing uncertainty after two (2) controversial candidates declared they are running.
In the past of week, a son of the country's longtime ruler Muammar Gaddafi and powerful renegade military commander Khalifa Haftar also submitted their bids to run.
KEY FIGURE
A native of the eastern city of Al-Qubah, Saleh has been a fixture on Libya's political scene in recent years.
The body he heads came to power through elections in 2014 that ended up being contested. In the aftermath, the country split further into territories with rival authorities, and the law-making body fled from the capital of Tripoli to the eastern city of Tobruk after a court ruled it was no longer legitimate.
" We are working to overcome the past and close the chapter of conflict, and to embark on the future, " Salleh, a former judge, said in the statement.
Libya has been racked by chaos since a 2011 NATO-backed uprising toppled Muammar Gaddafi, who was later killed.
The oil-rich nation has for years been split between a government in the east, backed by Haftar, and a UN-brokered administration in Tripoli, aided by Western-based Libyan militias. Each side has also had the support of mercenaries and foreign forces from Turkey, Russia and Syria and other regional powers.
Since February, 2021, a unity government appointed during UN-led talks has been meant to lead the country to the December elections.
In recent years, Saleh has drawn the ire of many people after lending support to Haftar's failed assault on Tripoli.
Analysts saw Haftar's defeat at the hands of Libya's Government of National Unity in mid-2020 as an opportunity for Saleh to play a more prominent role and help mediate between east and western Libya.
CONTROVERSIAL LAW
Disputes persist over the election rules, including who should be eligible, the schedule, and the vote's legal basis, less than six (6) weeks before it is due to take place, raising doubts over whether it will happen.
The only law issued for holding the election is one Saleh issued in September, which critics said was done without a full vote or proper quorum.
The critics said key provisions seem designed to let Saleh and his eastern ally Haftar run without risk of losing their positions if they failed to win.
Defenders of the law say it was properly passed through parliament and accuse its critics of trying to delay or derail Libya's first election since 2014.
That vote, which created the House of Representatives to oversee the transition to an as-yet unwritten constitution, was quickly overshadowed by Libya's division between eastern and western factions.
Saleh was sanctioned by the United States and European Union after he refused to recognise the UN-backed Government of National Accord.
The sanctions were lifted early this year as the peace process developed, including the establishment of a new unity government and the road to elections.
Other obstacles to the vote include occasional infighting among armed groups, the deep rift that remains between Libya's east and west, and the presence of thousands of foreign fighters and troops.
Saleh handed over his duties three (3) months before election day to become eligible to run.

BRUNEI NEARS 70 % FULLY VACCINATED RATE: GOVT CONFIRMS 54 NEW COVID-19 CASES ON NOVEMBER 15, 2021 (MONDAY)
BANDAR SERI BEGAWAN, BRUNEI DARUSSALAM : A total of 299,651 individuals (of 69.7 per cent of the populace)in Brunei have been fully vaccinated against COVID-19, while 381,106 ( or 88.6 per cent of the populace ) have received the first dose under the National COVID-19 Vaccination Programme.
Minister of Health Dato Seri Setia Dr Mohd Isham Jaafar announced this at the daily press conference the capital, adding that 7,179 individuals were inoculated on November 13, among them 2,307 adolescents between the ages of 12 and 17.
Since the vaccination programme was conducted on April 13, 2021 up until November 13, 2021, a total of 680,757 have been inoculated.
The breakdown shows that 438,694 were immunised in Brunei - Muara District, 82, 247 in Belait District, 78,414 in Tutong District and 74,402 in Temburong District.
Meanwhile, Brunei reported 54 new cases of COVID-19 on Monday, November 14, 2021, bringing the total tally to 14,269.
According to Brunei's Ministry of Health, all the newly recorded cases were local infections.
While the source of 17 local infections was still under investigation, four (4) new clusters have been detected and eight (8) clusters were closed following no new cases in the clusters for 28 days, bringing the total number of active clusters to 160.
A total of 13,645 recoveries have been reported, and 526 active cases are still being treated and monitored in Brunei. As many as 98 patients have passed away so far in the country.

VIENNA - Austrian coronavirus infections hit a new daily record on November 16, 2021 (Tuesday), the third day of a lockdown for those not fully vaccinated aimed at halting the surge.
Roughly 65 % of Austria's population is fully vaccinated against the virus, one of the lowest rates in Western Europe. Austria also has one of the highest infection rates on the continent, with a seven (7)-days incidence at of 925 per 100,000 people.
Soaring infections across Europe as winter approaches are prompting governments to consider reintroducing unpopular lockdowns. In contrast to the Netherlands, which has ordered a partial lockdown that applies to all, Austria has sought to avoid placing extra restrictions on the fully vaccinated.
Daily infections rose to 14,416 on Wednesday, November 16, 2021 official data showed, the first time they have passed the 14,000 mark. The peak of the biggest wave of infections before this was 9,586 about a year ago, when the country went into full lockdown.
Having barred the unvaccinated from places including restaurants, hotels theatres and ski lifts 10 days ago, the government ordered a lockdown under which roughly two (2) million people not fully vaccinated can only leave their homes for a limited number of reasons.
Those include going to work, shopping for essential and " stretching your legs " with no limit on time or distance. Given those sweeping properly enforced and whether it will succeed in countering the surge in infections.
The situation is worst in two (2) of Austria's nine (9) provinces, Upper Austria and Salzburg, where hospitals are coming under increasing strain. COLUMBIA, MO. - A Missouri man who admitted burying his wife's body and misleading authorities for more than a year about her whereabouts was convicted Thursday, November 11, 2021 of second -degree murder.
A jury found Joseph Elledge guilty in the killing of 28-year-old Mengqi Ji, whom he married after she moved to the United States from China to study at the University of Missouri.
Elledge reported Ji missing in October 2019, prompting months of extensive searches. Her remains were found in a park near Columbia, Missouri, in March.
Elledge was charged with first-degree murder, but Circuit Judge J. Hasbrouck Jacobs told jurors they could consider charges of second-degree murder, voluntary manslaughter and first-degree or second-degree involuntary manslaughter. Elledge was acquitted of the first-degree murder charge, KOMU-TV.
First-degree murder requires the state to prove that Elledge killed Ji intentionally after deliberating about it, and Elledge's intent was central to arguments throughout the trial.
During closing arguments on Thursday, Boone Country Prosecuting Attorney Dan Knight old the jury that Elledge was a " stone cold killer " who was guilty of first-degree murder because he intentionally killed his wife.
Elledge's attorney, Scott Rosenblum, argued that his client was awkward and made " unbelievably dumb " decisions after she died. But he said Elledge never intended to kill his wife and should never have been charged with murder.
During his trial, Elledge said Ji's death was accidental. He said she fell and hit her head on October 08, 2019, after he pushed her during an argument and he found her dead in bed the next morning. He said he panicked, put her body in the trunk of her car and did not report what happened while he tried to decide what to do.
He did not tell anyone, including Ji's mother, about her disappearance.
On October 10, with the couple's young daughter in the car, Elledge drove to Rock Bridge State Park about 5 miles (8 kilometers) south of Columbia, where they lives. There, he dug a grave and buried Ji at a site a half-mile from where he proposed to her. He then returned home and reported her missing.
Prosecutors used social media posts, audio tapes and a journal Elledge kept to document the couple's volatile relationship. The evidence showed them frequently yelling at each other and arguing, with Elledge often criticizing his wife for her appearance and for how she treated him.
Elledge said that in the days before her death, he discovered Ji had been exchanging sexually suggestive messages with a man from China via social media. He also testified that the couple's relationship suffered because of tension caused by her parents who moved from China to live with them after their daughter was born on October 03, 2018.
The couple met in 2015 at Nanova, a company that makes dental products, where Ji was Elledge's supervisor. They began dating the following year and eventually traveled to China, where he asked Ji's parents for permission to marry her. The couple married in 2017.
Ji earned a master's degree in mechanical and aerospace engineering from the University of Missouri in December 2014. Elledge was a student at the University when his wife died.

Death rates from COVID-19 Pandemic infections are much higher in patients with diabetes in Africa, where the number of people with diabetes is growing rapidly, the World Health Organization announced on November 11, 2021 (Thursday).
A WHO analysis of data from 13 African countries found a 10.2% case fatality rate in COVID-19 pandemic patients with diabetes, compared with 2.5% for COVID-19 pandemic patients overall.
" COVID-19 is delivering a clear message : fighting the diabetes epidemic in Africa is in many ways as critical as the battle against the current pandemic, " said Matshidiso Moeti, WHO Regional Director for Africa, in a statement.
An estimated 70 % of people with diabetes on the continent were unaware they had disease, according to the WHO.
The number of people with diabetes in Africa is expected to surge to 55 million by 2045 from 24 million this year, the International Diabetes Federation forecasts.
The data from Africa on the increased vulnerability of people with diabetes to death from COVID-19 Pandemic reflects a global trend. As of Thursday, Africa has recorded over 8.6 million confirmed COVID-19 Pandemic cases and 220,000 deaths, according to a Reuters tally.
Less than 7% of the African population is fully vaccinated against COVID-19, compared with about 40% globally, WHO announced.

Tijuana's border with San Diego is one of the busiest in the world, with thousands crossing to work, study or shop daily.
But some inoculated Mexicans will not be able to enter the United States immediately if they received vaccines in Mexico that have not been approved by the World Health Organization such as China's CanSino and Russia's Sputnik V.
" I never imagined that because I got the CanSino vaccine I wouldn't be able to cross, " lamented Donato Suarez, a driver at a private university in Tijuana who had hoped to visit relatives in the United States he has not seen for nearly two (2) years.
" We even had plans to do something when the border reopened," he added, noting around 300 people where he works are in the same predicament. " We'll have to wait."
