HRW CONDEMNS ' DELIBERATE SLAUGHTER ' OF 300 MEN BY MILITARY - MALI
International watchdog Human Rights Watch (HRW) has condemned the summary execution of an estimated 300 people, including suspected armed fighters during a military operation conducted by Malian forces and foreign fighters.
The massacre, described in a Tuesday statement by HRW as " The Worst Single Reported Atrocity In Mali's Decade-Long Conflict," happened in the central Malian town of Moura during a military operation that started on March 27, 2022.
" Abuses by armed Islamist groups is no justification at all for the military's deliberate slaughter of people in custody," Corinne Dufka, HRW's Sahel director said.
" The Malian Government is responsible for this atrocity, the worst in Mali in a decade, whether carried about by Malian forces or associated foreign soldiers," she added.
Mass killing is a breach of international law that prohibits abuses against captured combatants and detained civilians, according to Article 3 of the Geneva Convention.
On Friday, Mali's defence ministry issued a statement saying that 203 " terrorists " were killed during an air-land military operation from March 23 to April 3, 2022.
The rights group gathered the account of 27 people, including community leaders, diplomats, security analysts and witnesses from Moura-a town of about 10, 000 residents that has been the epicentre of violence waged by the armed group since 2015.
HRW concluded that Malian soldiers and foreign fighters, which several sources identified as white non-French speaking soldiers, executed in small groups several hundred people in the city over the course of several days.
" Over the four days, the soldiers ordered the detained men in groups of four, six, or up to 10, to stand up and walk for between several dozen and several hundred meters, " the HRW report citd a witness as saying.
" There, the Malian and foreign soldiers summarily executed them, " the witness said, adding that some victims were shot in the head, while other groups of men were sprayed by gunfire.
" The sound of gunfire rang out in our village from Monday to Thursday, " one resident reportedly said.
Residents also told HRW that since January many white, non - Frech- speaking armed men were taking part in military operations in and around the central Malian towns of Sofara, Segou, Mopti, Diabaly, and Belidanedji among others.
The vast majority of those killed by the Malian military and allied forces, read the report, were men from the pastoralist Peuhl, or Fulani, an ethnic group from which armed groups have heavily recruited in the past.
" The Malian government should urgently and impartially investigate these mass killings, including the role of foreign soldires," Dufka said.
" For such investigations to be sufficiently independent and credible, the authorities should seek assistance from the Africa Union and the United Nations," she added.

BITE BELLA'S TUMMY ORDERED FROM RUMAH BONDA FOUNDER !
KUALA LUMPUR, APRIL 08, 2022 (FRIDAY) : A resident of Rumah Bonda told the Sessions Court on April 08, 2022 that she bit the tummy of a teenager with Down Syndrome, known as Bella, after being ordered to do so by the welfare home founder, Siti Bainun Ahd Razali.
Yasmin Nahar Mahmood, 18, was reported to Sessions Court that Siti Bainun gave the order as Bella did not follow the accused's instruction to stand at the laundry area of a condominium unit in Wangsa Maju where they stayed.
She said that following this, Siti Bainun became angry and ordered her to get a syringe containing hot water to be sprayed on Bella as punishment for being stubborn.
" I saw Bella squirming but she did not scream in pain, seeing this, Siti Bainun became angrier and ordered me to bite Bella's tummy," she said when shown a photo of Bella with the bite marks during the examination-in-chief by deputy public prosecutor Zilfinaz Abbas at the trial of Siti Bainun who is accused of neglecting and abusing the 13-year-old Bella.
Recalling the incident of Bella who was seen with injury marks on June 24, 2021, the fifth prosecution witness said that Siti Bainun's close friend, Zurianty Sudin, known as Mommy, cried when she arrived at the condominium unit and saw how thin Bella was as though she didn't have enough food to eat.
" Mommy came to the house to ask how we were and bought us (witness and the others including Bella) food. Mommy was surprised upon seeing Bella and asked us how Bella could be in that condition.
" We gave the excuse that Bella didn't want to eat and was throwing away food, didn't want to bathe, was naughty and didn't want to listen to what were ordered upon us by Siti Bainun.
" We were afraid of telling the truth and not afraid that Mommy would scold us, but more afraid if Siti Bainun knew that we had disclosed what was confidential (Bella's injuries) to Mommy, " she said.
The witness said that after Zurianty knew about Bella's condition, Siti Bainun ordered her through a phone call to teach Bella to lie if anyone asked the teenager about her injuries, for example, that she was not beaten or scalded with hot water but had inflicted the injuries on herself.
" However, we could not teach Bella all these as Mommy had called an ambulance and Bella was often harassed mentally and emotionally by the accused.
" Bella was always belittled and made fun of by Siti Bainun. Bella had always spoken on meeting her friend known as Amshanor but Siti Bainun told Bella that Amshanor had died and showed her the photo of a dead body that she sought and found on Google. Bella then cried," said Yasmin.
Siti Bainun, 30, had pleaded not guilty to two (2) charges of neglecting and abusing the teenager to the point of the victim suffering injuries and also emotionally.
The offences were allegedly committed at a condominium in Wangsa Maju, here, between February and June year 2021, under Section 31(1)(a) of the Child Act 2001 which carries a jail sentence of up to 20 years or a fine of RM 50,000 or both, upon condition.
The trial before judge Izralizam Sanusi continues on April 13, 2022.

SURGES DUE CONFLICT, CLIMATE & FOOD PRICES IN AFRICA
NAIROBI - Conflict, climate change and rising of food and fuel prices are pushing about a quarter of Africans towards hunger, the International Committee of the Red Cross (ICRS) reported on Tuesday, April 05, 2022.
About 346 million people in Africa are facing severe food insecurity, meaning they have likely experienced hunger, in the worst crisis since 2017. In year 2021, the figure was about 286 million.
" The acute food insecurity situation in many of the countries where we are working - and people are already affected by armed conflict - is tipping into famine - like conditions," Dominik Stillhart, ICRC's global operations director said.
Two (2) years of conflict in northern Ethiopia's Tigray region has left millions facing famine-like conditions and created a hunger crisis in neighbouring regions.
Insurgencies in Burkina Faso, Mali, Niger, and Nigeria have also deepened food insecurity in West Africa and which now faces its worst food crisis on record.
Many of countries dealing with conflict are also among the most severely affected by climate change, including South Sudan and Somalia as reported by Stillhart.
About 90% of Somalia is currently affected by drought, said Stillhart. If this year's rains do not materialise, 1.4 million children under five will be acutely malnourished, the United Nations World Food Programme said.
In February alone, drought killed 650,000 livestock, devastating the scores of Somalis for whom the animals represented income, safety nets and savings.
Meanwhile, global food and fuel prices are sky-rocketing, in part of because of the war in Ukraine, reported by Stillhart.
Prices for wheat, of which Russia and Ukraine are both leading producers, have retreated from all-time highs hit last month but remain 70% higher than April 2021. Corn and oil prices have also surged.
" Our call today really is that the attention on the plight of the people of the people in Ukraine - which is of course terrible - should not prevent the world from looking at other crises," said Stillhart.

FULLY REOPENS SCHOOLS A DAY AFTER TWO YEARS OF COVID-19 CLOSURE - IRAN
TEHRAN, IRAN :Schools and universities across Iran have fully reopened for the first time since the start of the coronavirus pandemic more than two (2) years ago.
From Sunday, April 02, 2022, which coincided with the beginning of the holy Muslim holy month of Ramadhan in Iran and the world, students and teachers were obliged to attend classes in person across the country of Iran.
Some schools and universities had seen partial reopenings before as COVID-19 peaks subsided, but none had fully and consistently reconvened classes physically since the start of the pandemic in Iran in February year 2020.
State television showed footage of packed classrooms from several provinces across the country on Sunday, with masked students sitting in rooms with open windows.
Metros and buses were made free of charge until 0900 am to encourage students and teaching staff to use public transport.
Being fully vaccinated is a prerequisite for attending classes for students and teachers.
Health protocols call for mandatory masks, disinfected spaces and teams to monitor developments at schools, but not for increased physical distancing in classes.
Three (3) groups of students are now allowed to be absent from physical classrooms: those suffering from underlying conditions, those infected with coronavirus and those showing symptoms.
Since the start of the pandemic, state television has aired a variety of classes to continue education.
The Ministry of Education also launched an application to host online classes. However, thousands of students - especially those in less privileged areas - were unable to continue their education duet to a lack of access to computers and stable internet connections.
From effects on social skills to limited learning, authorities at the ministry have repeatedly warned of the dangers of remote education for students, but six waves of the coronavirus and more than 140,000 deaths - the highest toll in the Middle East - had prevented a full reopening of schools even as most other public activities have long been normalised.
Health officials have warned that a seventh wave of the pandemic might grip the country in the weeks following the Nowruz holidays that ended on Saturday.
During the extended holidays that span two (2) weeks to celebrate the Iranian new year, tens of millions of people travel across the country, and many gather in closed spaces to see family and friends.
The sixth wave of the pandemic - defined by the Omicron Variant (latest) - has been contained in recent weeks amid a widespread national vaccination campaign. But the country is still seeing about 50 deaths and 3,000 new cases per day.
The Iran, the official newspaper of the government, reported on Sunday, April 02, 2022 that parents have a right to say the administration of President Ebrahim Raisi should have waited to see whether infections again rise significantly following the Nowrus holiday.
" If children return to schools and have to fall back on online education again due to the coronavirus, their worlds will be met with even more instability," and also warning that if cases rise again, schools should not be blamed.
