LONDON – The Gulf state of Qatar is critical to any ceasefire agreement and exchange of hostages and prisoners between Israel and Hamas.

The Qataris spent months negotiating the deal – which the Palestinian militant group in Gaza accepted on May 6 – and remains the only Arab government with real influence over Hamas.
