TRAIN AND FLIGHT DISRUPTIONS CONTINUE IN JAPAN, TYPOON WEAKENS
TRAIN AND FLIGHT DISRUPTIONS CONTINUE IN JAPAN, TYPOON WEAKENS
TOKYO
Disruption to train services and flights continued across a wide area of Japan on Friday due to a typhoon that has been weakening but moving slowly eastward from the southwestern main island of Kyushu.
JR Central temporarily canceled all Tokaido Shinkansen trains from the first one on Friday due to the typhoon. While services between Nagoya and Shin-Osaka resumed after 10 a.m., all other sections were suspended for the day.
The railway operator said services between Mishima and Nagoya will be halted for Saturday.
The typhoon's slow movement has led to continued heavy rainfall even in areas distant from its center, leading to prolonged transportation disruptions.
JR West also suspended all Sanyo Shinkansen services between Hiroshima and Hakata throughout the day and reduced the number of trains operating between Shin-Osaka and Hiroshima.
JR Kyushu suspended all Kyushu Shinkansen services from the first train on Friday, following a similar suspension the previous day.
As of Friday, there were at least three deaths due to the typhoon, with more than 90 people sustaining injuries across the seven prefectures in southwestern Japan's main island of Kyushu, according to authorities.
All Nippon Airways and Japan Airlines said they will cancel or reschedule many flights to and from airports in the southwestern and western regions Friday, and the irregular scheduling will affect the airlines into the weekend.
The Japan Meteorological Agency called Typhoon Shanshan "very powerful" before it made landfall in Kyushu on Thursday morning, but dropped the descriptive phrase in the afternoon. It also downgraded a rare special typhoon warning issued for most parts of Kagoshima Prefecture.
At noon Friday, the storm was located near Kunisaki, Oita Prefecture, and was moving slowly northeast with winds of up to 108 kilometers per hour, the agency said, adding that its atmospheric pressure at the center was 994 hectopascals.

3 STILL MISSING AFTER LANDSLIDE AS POWERFUL TYPHOON NEARS SOUTHWESTERN JAPAN - TOKYO
3 STILL MISSING AFTER LANDSLIDE AS POWERFUL TYPHOON NEARS SOUTHWESTERN JAPAN - TOKYO
TOKYO
Japan warned Wednesday that an "extremely strong" typhoon bearing down on the main southern island of Kyushu would bring unusually violent storms, as three people remained missing after a landslide.
Shanshan was 120 kilometers off Yakushima island, packing gusts of up to 252 kilometers per hour and inching towards Kyushu, home to 12.5 million people.
"Typhoon Shanshan is expected to approach southern Kyushu with extremely strong force through Thursday and it may make landfall," Chief Cabinet Secretary Yoshimasa Hayashi told reporters.
"It is expected that violent winds, high waves, and storm surge at levels that many people have never experienced before may occur," said Hayashi, the top government spokesman.
The system has already brought heavy rains to wide areas of Japan, and late Tuesday a wall of mud, rocks and other debris swept away a house in Gamagori, a city in central Aichi Prefecture, with five family members inside.
After all-night recovery efforts, a second woman in her 40s was rescued but a couple in their 70s and a man in his 30s remained unaccounted for, a Gamagori official told AFP.
Southern Kyushu is expected to see 500 millimeters of rain in the 24 hours to Thursday morning, and 600 millimeters in the 24 hours to Friday morning, the Japan Meteorological Agency (JMA) said.
Local governments issued evacuation advisories to 810,000 people in the central Shizuoka Prefecture on Honshu because of the rain and to 56,000 others in Kagoshima in Kyushu, the fire and disaster management agency said.
The weather agency may also issue a special heavy rain alert for Kagoshima prefecture later Wednesday, an agency official said in a morning news conference.
"It's necessary for us to be on the highest alert," he said, calling for people to evacuate before any violent storm emerges.
Japan Airlines canceled 112 domestic flights and six international fights on Wednesday, while ANA Holdings cancelled 112 domestic flights on Wednesday, Thursday and Friday.
Kyushu Railway said it would suspend some Shinkansen bullet train services between Kumamoto and Kagoshima Chuo from Wednesday night and warned of further possible disruption.
Trains between Tokyo and Fukuoka, the most populous city on Kyushu, may also be cancelled depending on weather conditions this week, other operators said.
Shanshan comes in the wake of Typhoon Ampil, which disrupted hundreds of flights and trains this month.
Despite dumping heavy rain, it caused only minor injuries and damage.
Ampil came days after Tropical Storm Maria brought record rains to northern areas.
Typhoons in the region have been forming closer to coastlines, intensifying more rapidly and lasting longer over land due to climate change, according to a study released last month.

LETTERS TO DECEASED LOVED ONES HELPING PEOPLE MOURN IN JAPAN - MATSUE, SHIMANE
LETTERS TO DECEASED LOVED ONES HELPING PEOPLE MOURN IN JAPAN - MATSUE, SHIMANE
MATSUE, Shimane
In a place described in Japan's ancient chronicle of myths and legends as a boundary between this world and the next, there is a mailbox for sending letters addressed to deceased loved ones.
The place -- Yomotsu Hirasaka -- located in Matsue in western Japan's Shimane Prefecture, holds a ceremony every June to ritually dedicate the "Letters to Heaven" to their intended deceased recipients in a bonfire. As many as 12,000 letters were received over the past year at the site in the city's Iya district, said to be the "entrance to the underworld."
In Japan, the number of places that accept such letters to the deceased is spreading to various regions of the country, with grief experts explaining that the writing and sending of such letters helps heal bereavement.
At Yomotsu Hirasaka, mentioned in the early parts of the "Kojiki," or "Record of Ancient Matters," a handmade mailbox stands in a secluded spot at the top of the hill on a forest road. The idea was conceived by a local resident who often saw people visiting the legendary site to honor their dearly departed loved ones.
"I thought we'd be going home as just the two of us again," Yachiyo Hitachi, 65, of Izumo, Shimane Prefecture, said referring to her late husband Minoru after posting a letter in his memory.
The couple would drink together and listen to their favorite songs. They would go cherry-blossom viewing on their wedding anniversary and felt happiness, but in June of last year, Minoru was diagnosed with throat cancer.
He was in and out of the hospital, lost his voice and became unable to walk before dying in March this year, one day after the doctor had informed Yachiyo that her husband's condition had stabilized.
Yachiyo had trouble sleeping, losing joy and motivation in her life. It was then that a concerned friend introduced her to "Letters to Heaven."
She wanted to talk with her husband about many things, including trips they had planned but never made. As she wrote down her thoughts, Yachiyo felt happy recalling the time they had spent together.
On the day of ritual burning, she smiled, saying, "I want to deliver my letter next year too to let him know how I spent my year."
In 2018, director Kento Shimizu made a short film called "The Drifting Post" about a mailbox originally installed in a cafe in Rikuzentakata in Iwate Prefecture three years after the 2011 earthquake-tsunami disaster that devastated wide areas of the Tohoku northeastern region.
Letters began to pour in -- not only as a type of therapy for people who had lost loved ones in the disaster but for anyone suffering from grief due to tragedy and loss. In April, the mailbox was moved to a nearby temple, where letters continue to be posted today.
The "Green Post" at the Daishoji Temple in Maizuru, Kyoto Prefecture, was started when a letter addressed to a deceased child was found in the temple box for monetary offerings. During the bonfire ritual, there is an opportunity for participants to share their experiences with each other.
The Setouchi International Art Festival on Awashima Island in Mitoyo, Kagawa Prefecture, meanwhile, included an installation in 2013 called the "Missing Post Office" to receive undeliverable letters.
An old post office building was renovated and used only for one month during the triennial festival showing contemporary artwork, but letters continued to arrive later, and it continues to operate today.
The Missing Post Office receives mail from around the globe. Addressees include deceased individuals, long-lost love interests or even the senders themselves.
According to Yoshiko Takaki, director emeritus of the Institute of Grief Care at Sophia University, the number of people who are unable to overcome the grief of bereavement is increasing because the nuclear family has become increasingly common in Japan, allowing fewer occasions to mourn the death of close relatives.
Writing letters is an effective way, Takaki said, "to accept grief by reexamining the relationship with that person and realizing new feelings of gratitude and expressions of regret."

DOLPHIN ATTACKS ON RISE AT FUKUI BEACHES; 18 INJURED SO FAR IN 2024 - FUKUI JAPAN
DOLPHIN ATTACKS ON RISE AT FUKUI BEACHES; 18 INJURED SO FAR IN 2024 - FUKUI JAPAN
FUKUI
Wild dolphin attacks at beaches in a central Japan prefecture have been on the rise since 2022, with experts suggesting that a sole Indo-Pacific bottlenose may be the culprit and that the aggressive behavior could escalate.
Eighteen people have been injured this summer at beaches in Fukui Prefecture as of Tuesday, including an elementary school student whose finger required 20 to 30 stitches and took a month to heal, according to the Tsuruga Coast Guard Office.
The number of incidents this year has increased rapidly compared to the last two, with at least one person injured in 2022 and five in 2023, according to the coast guard.
On Tuesday, a man in his 50s suffered bite injuries on both hands from a dolphin while he was swimming off Mizushima island in Tsuruga, marking the second consecutive day an incident occurred at that beach.
Also on Aug 13, a man in his 40s suffered minor injuries after suffering bites to his right thumb and left foot at Shiraki beach, also in Tsuruga.
Tadamichi Morisaka, a professor of cetology at Mie University, said that the dorsal fin characteristics of a dolphin spotted at the same beach a few days before the incident matched those of a 2.5-meter-long one observed off the coast of Fukui Prefecture up until last year.
"The dolphin may be coming to the beach in search of human interaction," Morisaka said.
While dolphins in aquariums are often seen forming bonds with humans, frequent interaction with people can cause them to try to assert their dominance through behaviors like biting and ramming, Morisaki said, adding that in such situations people should "move away from the dolphin immediately."
Ryoichi Matsubara, director of Echizen Matsushima Aquarium in Sakai, Fukui Prefecture, also warned that as some dolphins can be larger than bears, "contact with them can be very dangerous. It's too late once a fatal accident occurs."
Capturing dolphins is generally prohibited under government regulations and Fukui prefectural officials have said they currently have no plans to do so in this instance.
Some beaches have begun installing devices that emit ultrasonic waves as a deterrent, while swimmers are warned to leave the water immediately if they encounter a dolphin.

VERY CONCERNS WHEN OVER RICE SHORTAGE GROWING IN JAPAN
VERY CONCERNS WHEN OVER RICE SHORTAGE GROWING IN JAPAN
TOKYO
Concerns over a rice shortage are growing in Japan, with empty shelves becoming noticeable in supermarkets and stores, against the backdrop of rising demand.
Some consumers are trying to stockpile rice after the weather agency earlier this month issued its first-ever advisory warning of the increased risk of a megaquake along the Nankai Trough that stretches from central to southwestern Japan in the Pacific.
But Japan is currently in a transitional period as new rice is being released into the market. The Ministry of Agriculture, Forestry and Fisheries has called on consumers to remain calm, assuring them that the shortage will be resolved in the near future.
At a supermarket in Tokyo late last week, a female customer was standing in amazement in front of the empty rice shelves. Another housewife in her 50s sighed, saying, "Rice is a staple food, but it is becoming difficult to buy. It's troubling."
Ito-Yokado, a major Japanese supermarket chain run by Seven & i Holdings Co, has recently tightened restrictions on rice purchases, limiting them to one item per family, although a retailer said, "We just need to be patient until new rice becomes available."
In the restaurant industry, Minoru Kanaya, president of Skylark Holdings Co, said, "Soaring rice prices are accelerating rises in costs." Royal Holdings Co, which uses domestically grown rice, also expects costs to climb by around 100 million yen.
In July, rice prices jumped 18.0 percent from the previous year, the biggest rise in 20 years, due in part to higher demand from foreigners, as the annual total of people visiting Japan from abroad in 2024 is forecast to reach a record 35 million.
A farmer in the northern prefecture of Aomori, however, said, "High temperatures are causing rice to grow faster, but it's going well. There was no impact from typhoons. There's no need to panic."
A person familiar with the agriculture ministry's thinking said, "We've heard from producing areas that rice is growing well. Given that new rice is set to be distributed from now on, we believe the rice shortage will be resolved to some extent."
