Japan's Diet enacted Tuesday a law to pay 15 million yen each to victims of forced sterilization surgery under a now-defunct eugenics protection law, providing remedy to those who have not joined lawsuits to demand compensation from the state.


Under the law, designed to address what is considered the worst human rights violation in Japan's post-World War II history, spouses of victims will also receive 5 million yen. It follows a recent landmark top court ruling that said the eugenics protection law was unconstitutional, issuing a compensation order to the state.


A cross-party lawmakers' group proposed the legislation. The new law provides significantly higher damages than the one-time state compensation of 3.2 million yen paid under a different law enacted in 2019 and newly includes the victims' spouses as recipients.


Parliament and the government "accept responsibility for legislative acts and enforcement in violation of the Constitution and sincerely and deeply apologize," the preamble to the law says.


It was passed by the House of Councillors on Tuesday following its passage in the House of Representatives on Monday.


Under the law, if the victim or his or her spouse has died, their relatives, including children, grandchildren, or siblings can receive the compensation.


Those who have been forced to undergo abortion surgery under the eugenics law will also be eligible to receive a lump sum of 2 million yen.


The funds will be paid on request from the victims, with the deadline five years from the law's implementation. To ensure prompt compensation without going through litigation, a board at the Children and Families Agency will take charge of identifying the extent of damage.


The eugenics law, in effect from 1948 to 1996, permitted the sterilization of people with intellectual disabilities, mental illnesses, or hereditary disorders without their consent, aiming to prevent "inferior" traits from entering the gene pool.


About 25,000 people were sterilized, 16,000 of them without consent, according to government data.


In July, the Supreme Court, ruling on five lawsuits among a series of lawsuits seeking damages against the state over the forced sterilization, said that the statute of limitations of 20 years for an unlawful act does not apply to cases involving the eugenics law.

MANILA (OCTOBER 08, 2024): The Philippines and South Korea committed Monday to deepening maritime cooperation, their presidents said, in the face of China’s assertion of its claims over the South China Sea.


South Korean President Yoon Suk Yeol and his Philippine counterpart Ferdinand Marcos met in Manila and agreed to closer ties between their coast guards.


Yoon said they will strengthen “tackling transnational crime, information sharing and conducting search and rescue missions.”


“We shared a common understanding about the importance of peace, stability and safety in the South China Sea,” Yoon told reporters after the bilateral meeting.


“Our two countries will continue to work together in order to establish a rules-based maritime order and for the freedom of navigation and overflight pursuant to the principles of international law in the South China Sea,” he added.


South Korea has repeatedly commented on tensions in the disputed waters.


In March, Seoul expressed its “grave concern” over China’s “repeated use of water cannons against the Philippine vessels” in the area.


China has for years sought to expand its presence in contested areas of the South China Sea, brushing aside an international ruling that its claim to most of the waterway has no legal basis.


It has built artificial islands armed with missile systems and runways for fighter jets, and deployed vessels that the Philippines says harass its ships and block fishing.


Cooperation agreements signed in the bilateral meeting Monday cover areas such as critical raw material supply chains, as well as a feasibility study on reviving the Philippines’ mothballed Bataan Nuclear Power Plant.


“As the geopolitical environment is only becoming more complex, we must work together to achieve prosperity for our peoples and to promote a rules-based order,” the Philippines’ leader Marcos said ahead of the meeting.

BEIJING (OCTOBER 08, 2024): During China’s National Day holiday, 18 students participated in a study tour in north China to learn about and appreciate traditional Chinese architecture.


They explored features like mortise-and-tenon joints and the iconic loong figures curled around pillars at Jinci, a renowned temple complex in Shanxi Province, dating back over 1,400 years.


“We hope this tour will inspire an appreciation for architectural aesthetics in these children from Sichuan Province and allow them to experience the charm of traditional Chinese culture,” said Kan Li, one of the four teachers who served as guides during the study tour.


During the week-long National Day holiday starting on Oct. 1, Chinese people take a break to travel and enjoy leisure activities.


This year, the country’s transport sector is expected to handle a daily average of 277 million passenger trips during the holiday, a 19.4 percent increase compared to the same period in 2019, according to the Ministry of Transport.


Culture, tourism feast

The holiday has seen a surge in cultural tours focused on ancient architecture, spurred by the popularity of the video game “Black Myth: Wukong.” The game is based on Sun Wukong, the iconic character from “Journey to the West,” one of China’s four great classical novels, frequently adapted into TV series, movies and games over the years.


“Black Myth: Wukong” features 36 filming locations across the country, with 27 located in Shanxi, leading to a phenomenal travel boom in the province.


Data from Qunar, a leading online travel agency in China, shows that hotel bookings for the National Day holiday in Shanxi doubled year on year.


Shanxi is home to over 28,000 ancient structures, including 80 percent of China’s ancient wooden buildings from the Yuan Dynasty (1271-1368) and earlier.


According to Qiu Ping, vice curator of the Jinci Museum, signs have been placed to highlight filming locations from the TV series “Journey to the West.” The museum also organized staff to dress as characters from the series and interact with tourists.


“While ensuring the protection of cultural relics, we aim to shift from static sightseeing to more dynamic experiences, bringing history and culture to life,” Qiu said.


According to a report from online travel services provider Ctrip, museums and study tours are among the top five most popular search topics for National Day holiday travel. Study tour bookings have surged, and museums in cities like Shanghai, Nanjing and Xi’an have extended their opening hours.


Earlier this year, the Chinese television drama series “To the Wonder” became a breakout hit, turning Altay Prefecture in northwest China’s Xinjiang Uygur Autonomous Region into a sought-after tourist destination.


On Oct 1, over 1,000 visitors immersed themselves in the nomadic lifestyle of Jilin New Village in Habahe County, the shooting location of the TV series. Some purchased belts, alcohol and other souvenirs inspired by the series, while others enjoyed horse riding and playing with lambs, capturing memorable moments in photos.


“The integration of television and cultural tourism transforms tourists’ imaginations of plays into reality, satisfying their diverse emotional experiences,” said Delida Nabi, head of the culture, sports, radio, television and tourism bureau of Altay. She added that the prefecture is developing cultural tourism scenes and creative products based on the IP of popular works.


To meet the growing demand for cultural and tourism products, China has been offering a wider array of cultural activities and tourism options during the holiday, according to the Ministry of Culture and Tourism.


“The cultural tourism consumption model that deeply integrates local characteristics and cultural customs has huge development potential,” said Zhao Huanyan, a senior economist in the tourism and hospitality industry.


Diversified engagement

During a friendly football match on the evening of Oct. 1 between teams from China’s Chongqing and Malaysia, held in Rongjiang County in southwest China’s Guizhou Province, players passionately aimed for the goal as over 10,000 spectators shouted and cheered.


The Guizhou Village Super League, also known as “Cun Chao,” was initiated in Rongjiang in 2023 and quickly became a hit in China and globally, making this small county with a population of 385,000 well-known far and wide.


During the halftime break, a group of Dong ethnic villagers dressed in festive costumes sang folk songs, prompting the audience to join in the chorus, while tourists also experienced the local dance, embroidery, and other forms of intangible cultural heritage of Rongjiang.


“I did not expect to see an international game in a village stadium. It is worth driving this far to watch the game,” said Li Jingjing, a tourist from Chengdu, capital of Sichuan.


According to Ctrip, tourists from first and second-tier cities are flocking to counties for leisure travel and to visit relatives, leading to a more than 60 percent increase in orders for rural tours and a 20 percent rise in county tours during the holiday.


Major cities like the Chinese capital Beijing remain popular tourism hotspots. The addition of Beijing’s Central Axis to the UNESCO World Heritage List has further elevated landmarks such as the Drum Tower, Jingshan Hill and other cultural and historical sites along this 700-year-old axis.


Orders for tourism products related to the Central Axis have increased by 69 percent year on year during the holiday, particularly attracting a surge of visitors from villages, townships, young travelers and families, according to various reports.


Cross-border tourism also thrived during the holiday. Online travel platform Fliggy said its air ticket and hotel bookings for outbound travel saw a remarkable growth from the same period last year, with Japan, Thailand, Australia, the Republic of Korea and Vietnam, among others, emerging as popular destinations.


Optimized visa policy and the growing popularity of “China Travel” on global social media have helped attract more overseas tourists to China during the holiday. Ctrip data shows its inbound tourism orders rose 60 percent year on year.


China is projected to see 1.75 million inbound and outbound trips per day during the National Day holiday, up 18.5 percent year on year, according to the National Immigration Administration.

As production of Japan's traditional craftworks goes into decline due to diminishing spending power in their home market, moves are under way to lure foreign buyers by sparking a renewed interest in Japanese art and design such as the one that swept 19th-century Western Europe.


The efforts to create a new wave of "Japonisme" -- a French term that was used to describe the popularity of Japanese art among European elites in the wake of the forced reopening of Japan in the 1850s -- reflect a strong sense of alarm about the future of some of Japan's oldest, most beloved but dying craft traditions.


This spring, Bizen ware pottery from Okayama Prefecture, western Japan, was displayed at international design exhibitions in Italy and France, with support from the Mission of Japan to the European Union.


"I was very nervous when I showed my works but I gained confidence when they were praised for being so good," said Bizen ware potter Taiga Mori, 50, after returning to Japan from Milan in northern Italy, where he displayed his pieces at Fuorisalone, a design exhibition, and a local art gallery in April.


A photograph of Mori's exhibits caught the eye of a Belgian art gallery dealer who placed an order for some of his work. "I plan to gain more experience by continuing transactions with overseas galleries," Mori said.


The city of Bizen is one of Japan's six traditional centers of pottery. The five others are Echizen, Seto, Tokoname, Shigaraki and Tamba. With a unique manufacturing process that does not use glaze, Bizen ware has a "wabi-sabi" allure born of its simple, rustic appearance.


Japonisme, a term coined by French art critic and collector Phillipe Burty in 1872, referred to a fervor for Japanese art and culture that began and spread in Western Europe, drawing in many famous painters such as Vincent van Gogh, who collected ukiyoe prints, and Claude Monet, who painted women in kimonos. Japonisme also had a great impact on literature, music and fashion.


The Japanese mission to the EU has been searching for ways to entice wealthy individuals in the United States and Europe, who often hold a portion of their assets in artworks, to spend their money on traditional Japanese artworks.


"These days the number of traditional Japanese craftworks seen at art fairs that attract wealthy people is extremely limited," Etsuro Ninomiya, a counselor at the Japanese mission to the EU, said. The challenge, he said, is how to attract such people's money.


The exhibition at Fuorisalone became a foothold for Bizen's efforts to gain overseas attention. Its wares, meanwhile, were joined on display by traditional Japanese steam-bent woodcraft pieces known as "magewappa" from Odate, Akita Prefecture, in northeastern Japan.


The foundation for overseas marketing of Japanese crafts was laid two years earlier when an organization aimed at revitalizing Bizen, Odate and other places along what was the Kitamaebune northern shipping route in Japan from the Edo period (1603-1867) to Meiji era (1868-1912) asked Ninomiya for the mission's cooperation when it held an event in Paris.


The mission has acted as a bridge between the organization and Japanese ceramic artists who have lived in Italy for many years. As a result, the Bizen ware exhibit at Fuorisalone came about after a screening of only a year instead of the three to four years it normally takes. The pieces have also been exhibited at the National Picasso Museem in Vallauris, southern France.


Behind the push abroad is the desire of artisans and others involved to buck the trend of shrinking production of traditional artworks in Japan.


According to the Association for the Promotion of Traditional Craft Industries, production of Japanese traditional crafts plunged in value to 92.7 billion yen ($645 million) in fiscal 2017 from 328.8 billion in fiscal 1997.


The pottery promotion department of the Bizen municipal government said it is "indispensable to reinforce the brand power (of Bizen ware) overseas when it comes to the survival of the craft."


But the central government's support system for traditional craftworks is said to be less generous than for agricultural products due in part to the stove-piped nature of multiple organizations in charge.


In a Diet session in March, former Prime Minister Fumio Kishida referred to a plan to establish a cross-governmental council to study the issue. "We must strengthen efforts to promote the artistic value of traditional crafts through the concerted efforts of relevant ministries and agencies," he said.


The Bizen city office intends to continue displaying Bizen ware at prominent exhibitions, including overseas.


"First of all, the willingness of the mayor and pottery producers is needed. There is a lot of potential for growth, although the challenges will be tough," Ninomiya said.


In a related development, the city also plans to support "Wajima-nuri" lacquerware from Wajima, Ishikawa Prefecture, on the Noto Peninsula hard-hit by the devastating earthquake this year.

Japan has agreed to send 16 crested ibises born in Niigata Prefecture to China later this month, sources familiar with the matter said Saturday, sparking hope the transfer will help improve strained bilateral ties.


Japanese-born ibises became extinct in 2003, but Japan has been artificially breeding the internationally protected species using birds donated by China, the first of which arrived in 1999. According to memoranda of understanding between the two countries, half of the offspring born through this method must be sent back to China.


The first such return came in March 2002 but the last transfer was back in March 2016, as outbreaks of bird flu and then the COVID-19 pandemic put things on hold. So far 47 birds have been transferred back to China.


The 16 crested ibises -- seven males and nine females born between 2016 and 2022 in a conservation center on Sado Island in Niigata Prefecture -- will be sent to Beijing Zoo, the sources said.


Since 2008, Japan has been releasing ibises on Sado Island to reintroduce them into the wild.


As of the end of 2023, 532 crested ibises were estimated to live in the wild in Japan, while some 160 are kept in facilities in Tokyo, Niigata, Ishikawa and Shimane prefectures.


Relations between the two Asian neighbors have been deteriorating over a host of issues, including the fatal stabbing of a Japanese schoolboy in the southern Chinese city of Shenzhen last month. Some observers expect the transfer of crested ibises will promote bilateral academic exchanges.

Japan Airlines Co launched a service on Monday to sell Japanese luxury wagyu beef to passengers traveling to the United States and Singapore and have it inspected for customs clearance.


Passengers can purchase wagyu of highest A5 grade from Hokkaido and Kagoshima prefectures on the airline's website and pick it up at Haneda and Narita airports during check-in at departure counters.


The beef, about 20 to 30 percent cheaper than equivalent grade beef distributed abroad, needs to be ordered 48 hours prior to departure, it said.


For passengers traveling to the United States, block cuts of Kagoshima wagyu are sold for 29,300 yen per kilogram, while Hokkaido wagyu is priced at 27,800 yen. Cut meat is offered instead to passengers heading to Singapore.


Low-cost career Zipair Tokyo, a subsidiary of Japan Airlines, already started wagyu sales to its passengers in January.

The mayors of Tokyo's Shibuya and Shinjuku wards said Monday they will work together to curb street drinking and rowdiness over this year's Halloween period amid a rise in overseas tourists.


"Drinking on the street has led to environmental damage including loud noise and littering," Shibuya Mayor Ken Hasebe told a press conference in Tokyo, while Kenichi Yoshizumi, mayor of adjacent Shinjuku Ward, said, "Accidents and fights occur when people gather on the street and drink."


Shibuya has been a highly popular destination for Halloween revelers to mark the celebration on and around Oct. 31. But Hasebe said he recognized the need to collaborate with Shinjuku as measures his ward took last year to dissuade partygoers "had an impact on Shinjuku, our neighbor."


During last year's Halloween, when Shibuya Ward made repeated calls to stay away amid fears of overcrowding, the number of visitors around Shibuya Station totaled around 15,000 people, way down from the initially estimated 60,000, according to Hasebe.


Shinjuku, for its part, saw a large number of visitors flow into the "tight space" of the Kabukicho entertainment and red light district during the same period, making "really troublesome crowds," Yoshizumi said at the Foreign Correspondents' Club of Japan.


"We thought, if we let this go, people are going to say, 'Okay, it's not allowed in Shibuya, but we can do it in Shinjuku.' So for that not to happen we have decided to do this, this year," he said, referring to a newly introduced ban on alcohol consumption during this Halloween in and around the Kabukicho area.


Shibuya Ward has, since 2019, banned alcohol consumption on certain streets during specific periods, such as Halloween and the New Year holiday. But a revised ordinance that took effect earlier this month has extended the ban year-round and covers a wider area in a bid to curb worsening littering and noise from large crowds.


The ban is in effect daily from 6 p.m. to 5 a.m. in areas surrounding JR and Keio Shibuya stations.


The alcohol consumption ban in Shinjuku will be effective for 12 hours starting at 5 p.m. on Oct. 31.


Both measures do not carry penalties.


The two municipalities also said they would call on the central and Tokyo metropolitan governments for stricter measures such as imposing a legal ban on street drinking, with Hasebe adding that such laws were already commonplace overseas.


Overcrowding and rowdy behavior have been in greater focus in recent years, especially since coronavirus restrictions were removed.


Over 150 people were killed in a crowd crush that occurred on Oct. 29, 2022, in Seoul's Itaewon entertainment district after tens of thousands gathered to take part in Halloween festivities for the first time since COVID-19 restrictions were eased in South Korea.

The second World Cup of the Japanese sport of picking up litter, "SpoGOMI," will be held in Tokyo in October 2025, the Nippon Foundation said Tuesday.


Teams from 21 nations competed in last November's inaugural event, also held in Tokyo. Qualifying rounds are expected to take place in more than 30 countries for next year's World Cup. Host Japan's team will be decided after qualifying events around the nation.


The sport's name comes from combining the words "sport" and "gomi" -- the Japanese term for garbage.


Under tournament rules, each team comprised of three people collects litter at a designated area such as the beach and city streets with points awarded based on volume and the type of trash collected.


"People can compete regardless of age or disability," event ambassador Takeshi Matsuda, an Olympic swimming medalist, said during a press conference in Tokyo.


"It's a sport in which anyone can represent their country."

TOKYO'S SHIBUYA AREA INTRODUCES YEAR-ROUND BAN ON STREET ALCOHOL CONSUMPTION- TOKYO

Tokyo's Shibuya Ward on Tuesday introduced a year-round nighttime ban on alcohol consumption in public spaces, expanding on an existing measure aimed at curbing worsening littering and noise from large crowds.


Since 2019, the ward has banned alcohol consumption on certain streets during specific periods, such as Halloween and New Year's holidays. However, it revised the ordinance to extend the ban year-round and cover a wider area as the issues persisted.


The ban is in effect daily from 6 p.m. to 5 a.m. in areas surrounding JR and Keio Shibuya stations, according to the ward office.


In June, the Shinjuku Ward assembly, adjacent to Shibuya, passed an ordinance banning alcohol consumption in and around the Kabukicho entertainment and red light district for 12 hours starting at 5 p.m. on Oct 31.


Its ward office cited an influx in visitors during Halloween and more littering in the area after Shibuya introduced its ban.

BODY FOUND DRIFTING IN SEA 10 DAYS AFTER NOTO PENINSULA FLOODS - TOKYO JAPAN

A body was found drifting in the Sea of Japan, that Japanese rescuers said on Tuesday might be a teenager who went missing in a severe flood 10 days ago.


Rescuers found the body on Monday in waters off the port of Fukui in central Japan, some 160 kilometers southwest of the Noto region that experienced torrential rain, violent floods and landslides that killed at least 13 people.


The search for Hanon Kiso, 14, captured national attention as her distressed father Takaya Kiso appealed for help finding his daughter, who was home alone when the disaster hit on September 21.


The body found on Monday was wearing a gym suit with a tag that rescuers believed says "Kiso", a local coast guard official told AFP.


Takaya Kiso, who saw photos of the body, told reporters on Tuesday that he believed it was his daughter.


"We haven't been able to positively identify her, but I am sure it was my daughter's clothes," he said.


He was at work when water surrounded their home and rushed back, but the house was already gone.


"In my last phone call to her, I told her to wear a long-sleeved shirt and long pants, and it looks like she listened," Takaya Kiso said.


The coast guard official said efforts to identify the body were continuing.


More than 540 millimeters of rain was recorded in the city of Wajima over 72 hours, the heaviest continuous downpour since comparative data became available.


The disaster hit an area making a fragile recovery from a magnitude 7.5 quake on New Year's Day that toppled buildings, triggered tsunami waves and sparked a major fire.


Scientists say human-driven climate change is intensifying the risk posed by heavy rains because a warmer atmosphere holds more water.
