The trade ministry has lifted a restriction on a transgender employee's use of workplace restrooms, a government source said, more than a year after the top court ruled against such restrictions.


The Ministry of Economy, Trade and Industry on Friday conveyed to the employee in her 50s, who has been living as a woman after being diagnosed with gender dysphoria, that she can use any of the female restrooms in the ministry building. She had been restricted to using the restrooms at least two floors above or below her office.


In July last year, the Supreme Court ruled that a 2015 approval by the National Personnel Authority endorsing the ministry's restrictions was "illegal."


The National Personnel Authority on Oct 29 issued a redetermination on restroom use by employees, saying the ministry's continued restrictions, despite its efforts to foster understanding about LGBTQ and other sexual minorities, were "unfair."


The employee has not undergone sex reassignment surgery due to health reasons and has been undergoing hormone therapy for years, according to the ruling.

Melonbooks is one of Japan’s largest sellers of doujinshi, independently produced manga/anime art. However, as of next month customers will no longer be able to pay for their Melonbooks purchases with two of the world’s most major credit cards.


On November 8, Melonbooks announced a moratorium on payments with Visa or Mastercard, with statements both on Melonbooks’ official website and through its official Twitter account.


“We are deeply sorry for this, but it has come about that Visa and Mastercard credit card payment [options] will be suspended as of December 19,” says Melonbooks. “We apologize for being unable to prevent inconvenience our customers.”


No reason for the discontinuation of Visa and Mastercard payments is given, but the most probable explanation has to do with the sort of products Melonbooks deals in. Though doujinshi are not synonymous with pornography, many, and arguably the majority, of the most prolific and popular doujin artists specialize in adult material. In recent years, a number of credit card companies have become more cautious about involving themselves in transactions for purchasing content that could be considered pornographic, and it’s likely that Visa and Mastercard’s policies have shifted such that they’re no longer as comfortable rendering payments to Melonbooks as they once were.


However, Melonbooks appears to have hope that it can salvage its relationship with Visa and Mastercard. While Melonbooks’ statement emphasizes that the moratorium is permanent in regards to online sales, it says that it is working to reinstate Visa and Mastercard payment options at physical Melonbooks branches, with some locations possibly being able to once again accept payment through the cards in “late December.” This seems to further suggest that adult content is the sticking point, as in-person transactions allow for more reliable customer age verifications than online sales.


At the current time, though, there’s no timetable for reinstating in-store Visa/Mastercard payments, and even customers who’ve already placed orders with Melonbooks could find themselves jammed up. In the case of orders that include items yet to be released, Melonbooks waits until all items are in stock before shipping them. In the case of customers who’ve paid using Visa or Mastercard for an order that won’t ship until after December 19, a payment error may trigger and prevent shipping.


There are a number of workarounds, though, such as placing Melonbooks orders as cash-on-delivery, or rendering payment in cash at convenience stores. The company is also planning to establish a new “Melobo Store Payment” system, under which cash payment can be made at Melonbooks physical branches for online orders.


For shoppers who do prefer to pay with a credit card and not face-to-face, Melonbooks will be continuing to accept payment by American Express and JCB, Japan’s largest domestic credit card company, for online orders.


Perhaps to encourage their customer base to obtain/use those cards, Melonbooks is also running a special promotion until the end of November giving 30 percent of purchase prices back to shoppers as store credit for orders paid for by American Express or JCB.

A 5-year-old Vietnamese boy has died after a car collided with a crane truck on Sunday in Nagoya, police said.


Nguyen Van Thien Nhan was in the back seat of the car when the accident occurred at around 6:45 p.m. on a bridge in the city in Aichi Prefecture. The five occupants of the car were taken to a hospital and the boy's death was later confirmed.


The car's driver, who is likely in his 60s, has received treatment, but his situation is not life-threatening, the police said. The other three sustained minor injuries.


The police suspect that the car strayed onto the opposite lane and collided with the crane truck. The driver of the truck was not injured, they said.

A Japanese Maritime Self-Defense Force minesweeper that caught fire in waters off the country's southwestern coast capsized and sank Monday, according to the local coast guard office.


One crewman remains unaccounted for after the Ukushima went up in flames on Sunday. The fire was extinguished after the ship toppled on its side shortly after midnight, allowing the coast guard to begin search operations.


The coast guard has launched a search and rescue operation for the missing crewman inside the sunken ship using divers, while the MSDF has launched an investigation of the incident.


The minesweeper, carrying a crew of about 40, reported a fire in the engine room to the 7th Regional Coast Guard Headquarters in Fukuoka Prefecture around 9:40 a.m. Sunday when it was sailing some 2.5 kilometers off Oshima Island in the prefecture.


Another MSDF minesweeper, the Toyoshima, which joined the coast guard in the fire-fighting and rescue operation, reported around 2 p.m. that the fire on the Ukushima was contained, but a flare-up was confirmed later.


The Ukushima's crew had completed evacuation to the Toyoshima by around 3:45 p.m., but an engine room crewman, later identified as 33-year-old petty officer 3rd class Tatsunori Koga, was found not to be present.


One crewman in his 20s who suffered a non-life-threatening injury was taken to hospital.


At the time of the incident, Koga and the crew member who was sent to the hospital were on duty in the engine room, where the fire is believed to have started.


The Ukushima, which left an MSDF base in Shimonoseki, Yamaguchi Prefecture, earlier Sunday, was conducting a drill while sailing to Kagoshima Prefecture.

A robot that has spent months inside the ruins of a nuclear reactor at the tsunami-hit Fukushima Daiichi plant delivered a tiny sample of melted nuclear fuel on Thursday, in what plant officials said was a step toward beginning the cleanup of hundreds of tons of melted fuel debris.


The sample, the size of a grain of rice, was placed into a secure container, marking the end of the mission, according to Tokyo Electric Power Company Holdings, which manages the plant. It is being transported to a glove box for size and weight measurements before being sent to outside laboratories for detailed analyses over the coming months.


Plant chief Akira Ono has said it will provide key data to plan a decommissioning strategy, develop necessary technology and robots and learn how the accident had developed.


The first sample alone is not enough and additional small-scale sampling missions will be necessary in order to obtain more data, TEPCO spokesperson Kenichi Takahara told reporters Thursday. “It may take time, but we will steadily tackle decommissioning,” Takahara said.


Despite multiple probes in the years since the 2011 disaster that wrecked the. plant and forced thousands of nearby residents to leave their homes, much about the site's highly radioactive interior remains a mystery.


The sample, the first to be retrieved from inside a reactor, was significantly less radioactive than expected. Officials had been concerned that it might be too radioactive to be safely tested even with heavy protective gear, and set an upper limit for removal out of the reactor. The sample came in well under the limit.


That's led some to question whether the robot extracted the nuclear fuel it was looking for from an area in which previous probes have detected much higher levels of radioactive contamination, but TEPCO officials insist they believe the sample is melted fuel.


The extendable robot, nicknamed Telesco, first began its mission August with a plan for a two-week round trip, after previous missions had been delayed since 2021. But progress was suspended twice due to mishaps — the first involving an assembly error that took nearly three weeks to fix, and the second a camera failure.


On Oct. 30, it clipped a sample weighting less than 3 grams (.01 ounces) from the surface of a mound of melted fuel debris sitting on the bottom of the primary containment vessel of the Unit 2 reactor, TEPCO said.


Three days later, the robot returned to an enclosed container, as workers in full hazmat gear slowly pulled it out.


On Thursday, the gravel, whose radioactivity earlier this week recorded far below the upper limit set for its environmental and health safety, was placed into a safe container for removal out of the compartment.


The sample return marks the first time the melted fuel is retrieved out of the containment vessel.


Fukushima Daiichi lost its key cooling systems during a 2011 earthquake and tsunami, causing meltdowns in its three reactors. An estimated 880 tons of fatally radioactive melted fuel remains in them.


The government and TEPCO have set a 30-to-40-year target to finish the cleanup by 2051, which experts say is overly optimistic and should be updated. Some say it would take for a century or longer.


Chief Cabinet Secretary Yoshimasa Hayashi said there have been some delays but “there will be no impact on the entire decommissioning process.”


No specific plans for the full removal of the fuel debris or its final disposal have been decided.

Snow has finally fallen on Mount Fuji, images showed Wednesday, after warm weather led to the Japanese mountain's longest-ever stint with bare slopes.


The volcano's famous snowcap begins forming on October 2 on average, and last year snow was first observed by government meteorologists on October 5.


Japan's weather agency -- which compares conditions from exactly the same location, Kofu City, each year -- has not yet announced a new record for the slowest start to the snowcap, due to cloud cover at its monitoring station.


But this year already marks the latest arrival of snow since comparative data became available in 1894, beating the previous record of October 26 -- seen twice, in 1955 and 2016.


Photographs taken from different points around Japan's highest mountain where the skies were clearer early on Wednesday showed a dusting of snow on its peak.


"These are photos of Mount Fuji, seen from the city hall this morning. We could see a thin layer of snow cover near the summit," said a post on the official X account of Fuji City, in Shizuoka Prefecture.


Many others in the area also posted their own photographs of snow on the country's highest mountain, and aerial footage from national broadcaster NHK showed close-ups of white powder on the rocky slopes.


"Finally, the first snow cover! Mount Fuji looks good with snow," said a post from a nursing home, also in Fuji City.


A Japan Meteorological Agency (JMA) official at the Kofu office told AFP on Wednesday morning it was still too cloudy there to declare a new record. That was still the case in the afternoon.


"The temperature is low today," so any snow on the mountain will likely stay put for now, the official said.


Global warming is one factor that has led to the slow snow cover, he said. "The temperature in October at the top of Mount Fuji was warmer than the average."


Japan's summer this year was the joint hottest on record -- along with 2023 -- as extreme heatwaves fueled by climate change engulfed many parts of the globe.


Mount Fuji is covered in snow for most of the year, but during the July-September hiking season, more than 220,000 visitors trudge up its steep, rocky slopes.


Many climb through the night to see the sunrise from the 3,776-meter summit.


The symmetrical mountain has been immortalised in countless artworks, including Hokusai's "Great Wave". It last erupted around 300 years ago.

Kansai International Airport in Japan can't be held responsible for the less superlative performance of airlines or other stops on a traveller's journey, but it claims its handlers never lose a bag.


In 30 years of operation, the airport serving the region around Osaka and Kyoto says it has never lost a suitcase, a set of golf clubs, a stroller or anything in fact -- a feat its employees humbly shrug off as nothing special.


"We just follow the work processes and rules and do what we have to do," Tsuyoshi Habuta, supervisor at CKTS, one of the handling companies at Kansai, told AFP.


There is no "special training" but Habuta and his teams handle more than 3,000 pieces of luggage every day with attention to detail.


"We carefully handle suitcases to avoid shocks. Suitcase handles are aligned in a direction that is easy for customers to pick up," Habuta said.


"We hand fragile items, strollers, surfboards and skis directly to passengers," he said.


Luggage is on the carousel inside in the terminal building "within 15 minutes of the aircraft's arrival to minimise stress of customers," he added.


One of Japan's busiest international airports, Kansai was ranked the World's Best Airport for Baggage Delivery by UK-based airport rating organization SKYTRAX in April.


"Everyone at the Kansai Airport is proud of this," co-CEO of the airport Benoit Rulleau told AFP.


Rulleau acknowledged that it is easier to achieve zero lost bags at an airport such as Kansai, which serves relatively few connecting passengers.


But he said the achievement reflects the "incredible devotion" of the airport's staff.


The number of lost or delayed bags has sharply decreased globally in the past decade thanks to technology, said Nicole Hogg, baggage portfolio director at SITA, a Geneve-based IT services provider in the air transport industry.


"If you think about the passenger volumes that we have, 6.9 bags being mishandled (per 1,000 passengers) is a very low figure," Hogg told AFP.


"A decade ago, we were in double figures," she said, adding "the industry investing in technology is definitely paying off."


She explained that baggage is rarely mishandled when passengers have no connections.


"The complexity really comes in the transfer process where passengers have short connection times and they're trying to get from one flight to another," she said.


Kansai recently returned to its pre-pandemic level of 25 million international passengers a year.


Ahead of the Osaka Expo 2025 it has gone through a renovation with a new security checkpoint that allows for an even smoother experience.


Rulleau said the airport will be able to accommodate up to 40 million passengers a year -- and probably none of them will lose their bag.

Christopher Patten, Hong Kong's last British colonial governor who oversaw its handover to Chinese rule in 1997, is among the 87 foreigners recognized in this year's fall decorations for their notable contributions to Japan, the government said Sunday.


Patten, 80, who was the territory's governor from 1992 until its return to China, went on to serve as the chancellor of the University of Oxford from 2003 to 2024.


"I regard it as a great honor and privilege and a pleasure as well because Japan has been a very important part of my life," said Patten, who will be bestowed with the Grand Cordon of the Order of the Rising Sun, the highest honor to be conferred in the fall commendations.


Retired Gen. Paul Nakasone, who served concurrently as head of the U.S. Cyber Command and the National Security Agency from 2018 to 2024, will be awarded the same top honor.


The Japanese American, known as a cyber warfare expert, was the first person of Asian descent to hold the dual posts. He previously led the U.S. Army Cyber Command from 2016 to 2018.


The foreign recipients, including 20 women, hail from 46 countries and regions.


A total of 3,987 individuals will receive fall decorations this year, with women accounting for 439, or 11 percent, and 1,866, or nearly 47 percent, from the private sector.


Among the Japanese recipients, Nobuaki Koga, 72, who was the head of Japan's largest labor union known as Rengo, and Sakihito Ozawa, 70, former environment minister, will also be bestowed with the Grand Cordon of the Order of the Rising Sun.


World-renowned ballerina Yoko Morishita, 75, with a dancing career spanning 70 years, is set to receive the Order of the Rising Sun, Gold and Silver Star.


Tetsuro Hama, 76, a Japanese restaurant owner in Britain, will be awarded the Order of the Rising Sun, Gold and Silver Rays, for promoting Japanese food overseas.


The decorations will be conferred at the Imperial Palace in Tokyo on Wednesday, with Emperor Naruhito bestowing the Grand Cordon of the Order of the Rising Sun. Prime Minister Shigeru Ishiba will hand out the Order of the Rising Sun, Gold and Silver Star.

A nuclear reactor in northeastern Japan was halted Monday for checks, the plant operator said, just days after it became the first to restart in the region since the 2011 earthquake and tsunami disaster.


Tohoku Electric Power Co is facing difficulties in sending in a device to confirm the condition of the No. 2 reactor at the Onagawa plant in Miyagi Prefecture.


The reactor last Tuesday joined a dozen others in the country that have been rebooted after meeting more stringent safety standards imposed in the wake of the Fukushima Daiichi nuclear power plant crisis, triggered by the quake-tsunami disaster that devastated coastal areas including in Miyagi.


Tohoku Electric Power had planned to restart power generation and transmission on Sunday.


The restart of the Onagawa reactor marked the first time in Japan that a boiling water reactor -- the same type as the Fukushima Daiichi reactors that suffered fuel meltdowns -- has been brought online since the 2011 disaster.


The Onagawa plant, located closest to the epicenter of the magnitude 9.0 earthquake on March 11, 2011, was struck by tsunami waves around 13 meters high.


The No. 2 reactor cleared safety screening in February 2020 and gained local consent to resume operation. The No. 1 unit will be decommissioned.

UNITED STATES FORCES, OKINAWANS YET TO MEET UNDER NEW FORUM OVER ASSAULT CASES - TOKYO

The U.S. military in Japan has yet to convene a new forum it announced in July to enhance cooperation with the Okinawa government and local residents, following alleged sexual assault cases involving its service members in the southern island prefecture.


The schedule for holding the first meeting is unclear, with the topics and participants also not decided.


Okinawa Gov Denny Tamaki told a press conference Thursday that "final confirmation" of issues to be discussed is planned in mid-November.


U.S. Forces Japan, headquartered at Yokota Air Base in the suburbs of Tokyo, said in a written statement to Kyodo News that it hopes to develop a framework that can help "address shared concerns and improve information sharing."


"This effort is complex and may take some time to jointly coordinate," it said.


When the initiative was announced on July 22, USFJ Commander Lt Gen Ricky Rupp said the "new forum of cooperation" would be launched in coordination with Japan's central government and would "serve as a venue for the constructive exchange of ideas in the pursuit of shared goals."


The Okinawa government hopes the new forum will produce effective steps to prevent similar incidents from happening again.


Okinawa Prefecture hosts the bulk of U.S. military facilities in Japan, and anti-base sentiment runs deep due to aircraft noise, pollution and crimes committed by American service members.


Earlier this year, locals were angered after the Japanese central government failed to report alleged sexual assault cases involving U.S. military members.


Two cases came to light in late June -- one involving a U.S. Air Force serviceman indicted in March for allegedly kidnapping and sexually assaulting a minor and another involving a U.S. Marine arrested in May on suspicion of attempted rape resulting in injury.


Speaking about the new forum, an Okinawa prefectural assembly member said, "It is important that the U.S. military shows remorse."


A U.S. military source, meanwhile, expressed concern that the forum will become an arena to face one-sided accusations.


A working-level team for preventing incidents and accidents by U.S. service members, consisting of officials of Japanese and U.S. governments as well as municipalities in Okinawa, has also not met since April 2017. The team was established in 2000.
