The Gender Equality Bureau is an agency within the Japanese government’s Cabinet Office. As you’d probably expect, one of the issues the bureau is concerned with is domestic violence, and as part of the public awareness materials on the organization’s official website asserts that the definition of “violence” is broader than just the physical variety.


“These are all violence” states a chart on the website which contains four categories. Examples for “psychological violence” include yelling, disrespecting, or ignoring a romantic partner. “Physical violence,” obviously, covers things like punching, hair-pulling, and throwing objects with the intent to harm. The section for “sexual violence” lists scenarios such as coerced intercourse, refusal to cooperate with birth control methods, and forcing a partner to view pornography. Finally, “economic violence” is defined as actions such as using a partner’s money without their permission, or borrowing money but refusing to pay it back.


However, one example of economic violence that the Gender Equality Bureau lists is raising eyebrows and questions online in Japan right now: “Not paying any dating expenses at all.”


While the chart itself doesn’t make any mention of gender, slightly farther down on the same page the Gender Equality Bureau cites statistics that “One in five women has been the victim [of domestic violence] from a romantic partner,” which could give one the impression that the chart is implying that men who don’t pay for dates are perpetrating domestic violence. On the other hand, recent Japanese Twitter reactions such as the ones below show that the chart could also be interpreted as saying that it’s domestic violence for a woman to have a guy she goes out with pay for everything.


“Wait, so does this mean that all woman who say ‘You’re the guy, so you should pay for everything?’ are domestic abusers?”


“There really are a lot of women committing acts of domestic violence then, aren’t there?”


“I know you don’t want to be thought of as a domestic abuser by the Cabinet Office, so please pay half the bill.”


“Does this mean that a girl saying ‘You’re the guy, so you’re supposed to pay for everything’ is the same as a guy saying ‘If you agreed to go on a date, that means you agreed to go to a hotel’?”


The chart itself has actually been on the agency’s website since March of 2018, but this is the second time this year for this particular Gender Equality Bureau example of domestic violence to cause a stir, following another uptick in attention back in the spring. At that time, a representative for the bureau spoke with media outlet J-Cast News to clarify the organization’s position, saying:


“Both men and women can be victims of this kind of violence. Someone not paying for a date doesn’t immediately qualify as domestic violence. Unilaterally forcing the other person to pay is what can be thought of as domestic violence. So depending on the relationship between the two people, it’s a case-by-case sort of situation.”


The representative added “If both sides are OK with it [one person not paying], it’s not domestic violence.” The representative also pointed out that the bureau’s mage of economic violence does include such retroactive financial coercion as “If we’re going to break up, then you have to pay me back for the expensive sushi restaurant I treated you at!”

Not long after dawn, Japanese sake brewer Mie Takahashi checks the temperature of the mixture fermenting at her family’s 150-year-old sake brewery, Koten, nestled in the foothills of the Japanese Alps.


She stands on an uneven narrow wooden platform over a massive tank containing more than 3,000 liters of a bubbling soup of steamed rice, water and a rice mold known as koji, and gives it a good mix with a long paddle.


“The morning hours are crucial in sake making,” said Takahashi, 43. Her brewery is in Nagano Prefecture, a region known for its sake making.


Takahashi is one of a small group of female toji, or master sake brewers. Only 33 female toji are registered in Japan’s Toji Guild Association out of more than a thousand breweries nationwide.


That’s more than several decades ago. Women were largely excluded from sake production until after World War II.


Sake making has a history of more than a thousand years, with strong roots in Japan's traditional Shinto religion.


But when the liquor began to be mass produced during the Edo period, from 1603 until 1868, an unspoken rule barred women from breweries.


The reasons behind the ban remain obscure. One theory is that women were considered impure because of menstruation and were therefore excluded from sacred spaces, said Yasuyuki Kishi, vice director of the Sakeology Center at Niigata University.


“Another theory is that as sake became mass produced, a lot of heavy labor and dangerous tasks were involved," he said. "So the job was seen as inappropriate for women.”


But the gradual breakdown of gender barriers, coupled with a shrinking workforce caused by Japan's fast-aging population, has created space for more women to work in sake production.


“It’s still mostly a male-dominated industry. But I think now people focus on whether someone has the passion to do it, regardless of gender,” Takahashi said.


She believes mechanization in the brewery is also helping to narrow the gender gap. At Koten, a crane lifts hundreds of kilograms of steamed rice in batches and places it onto a cooling conveyor, after which the rice is sucked through a hose and transported to a separate room dedicated to cultivating koji.


“In the past, all of this would have been done by hand,” Takahashi said. “With the help of machines, more tasks are accessible for women.”


Sake, or nihonshu, is made by fermenting steamed rice with koji mold, which converts starch into sugar. The ancient brewing technique was recognized under UNESCO’s Intangible Cultural Heritage earlier this month.


As a child, Takahashi was not allowed to enter her family-owned brewery. But when she turned 15, she was given a tour of the brewery for the first time and was captivated by the fermentation process.


“I saw it bubbling up. It was fascinating to learn that those bubbles were the work of microorganisms that you can’t even see,” said Takahashi, who couldn't drink alcohol at the time because she was underage. “It smelled really good. I thought it was amazing that this wonderful fragrant sake could be made from just rice and water. So I thought I’d like to try making it myself.”


She pursued a degree in fermentation science at the Tokyo University of Agriculture. After graduation, she decided to return home to become a master brewer. She trained for 10 years under the guidance of her predecessor, and at the age of 34 became a toji at her family brewery.


As the brewery enters the winter peak season, Takahashi oversees a team of seasonal workers and production ramps up. It’s labor-intensive work, hauling and turning large amounts of heavy steamed rice, and mixing thousands of liters (hundreds of gallons) of brew. The master brewer must have the knowledge and skill to carefully control optimal koji mold growth, which needs round-the-clock monitoring.


Despite the intensity, Takahashi manages to encourage camaraderie in the brewery, catching up with the team as they hand-mix koji rice side by side in a hot humid room.


“I was taught that the most important thing is to get along with your team,” Takahashi said. “A common saying is that if the atmosphere in the brewery is tense, the sake will turn out harsh, but if things are going well in the brewery, the sake will turn out smooth.”


The inclusion of women plays an important role in the survival of the Japanese sake industry, which has seen a steady decline since its peak in the 1970s.


Domestic alcoholic consumption has dropped, while many smaller breweries struggle to find new master brewers. According to the Japan Sake and Shochu Makers Association, today’s total production volume is about a quarter of what it was 50 years ago.


To remain competitive, Koten is among many Japanese breweries trying to find a wider market both domestically and abroad.


“Our main product has always been dry sake, which local people continue to drink regularly," said Takahashi's older brother, Isao Takahashi, who is in charge of the business side of the family operation. "We’re now exploring making higher value sake as well.”


He supports his sister's experiments –- every year she creates a limited-edition series, Mie Special, that's meant to branch out from their signature dry product.


“My sister would say she wants to try to make low alcohol content, or she wants to try new yeasts -– all kinds of new techniques are coming in through her,” he said. “I want my sister to make the sake she wants, and I want to do my best to sell it.”

Japan has asked China to bolster security to ensure the safety of its nationals in the country on the upcoming 87th anniversary of the 1937 massacre in Nanjing, Japanese government sources said Wednesday.


The request to Beijing, made by Japanese diplomatic establishments in China in the run-up to ceremonies to mark the anniversary on Friday, follows stabbing incidents in Suzhou and Shenzhen earlier this year, the sources said.


In June, a Japanese mother and her child were injured in Suzhou. A Japanese schoolboy was also killed in Shenzhen in September. Under such circumstances, Japanese schools in China have decided to close or hold classes online on Friday.


The scale of the killings by Japanese troops of civilians and soldiers during and in the weeks after the capture of Nanjing -- then the capital of Chiang Kai-shek's Nationalist Chinese government -- has been widely debated.


China claims the Japanese army slaughtered over 300,000 people in the Jiangsu Province city, formerly called Nanking. In contrast, estimates by Japanese historians place the death toll of Chinese civilians and soldiers between the tens of thousands and 200,000.

U.S. forces said Wednesday they resumed flights of their Ospreys in Japan after temporarily grounding all their tilt-rotor aircraft worldwide due to safety concerns.


A U.S. Marine Corps spokesperson said the flight resumption for the MV-22 transport planes came "after a thorough fleet review conducted during the operational pause."


An MV-22 took off around 10:13 a.m. from Marine Corps Air Station Futenma in Okinawa Prefecture in southern Japan and landed 15 minutes later, according to the Japanese Defense Ministry's local branch.


Earlier this week, the Marine Corps said they were implementing a 96-hour operational pause for nonessential flight operations from Friday, based on the Naval Air Systems Command's recommendation following a recent precautionary landing of a CV-22.


Japan's Ground Self-Defense Force has also suspended operations of its 17 U.S.-made V-22s.

The kanji for gold (金 kin) was chosen as the single most representative character symbolic of the social mood in Japan this year, a Kyoto-based organization said Thursday. The character symbolized Japan's gold medals at the Paris Olympic and Paralympic Games, as well as Los Angeles Dodgers star Shohei Ohtani's golden year.


The character can also be read as kane, meaning money. This year Japan saw money problems with political slush funds, robberies by people recruited online and rising prices putting a strain on household finances.


In Kyoto, chief Buddhist priest Seihan Mori of Kiyomizu temple drew the character with a giant calligraphy brush on washi, or Japanese paper, 1.5 meters high and 1.3 meters wide, at the famous location. The event was televised live.


The selection for the 30th annual poll run by the Japan Kanji Aptitude Testing Foundation is based on votes cast by the general public.


The foundation received 221,971 answers. Of those, 12,148 were for gold, the fifth time that the kanji has been No. 1


The second most popular kanji was 災, sai (disaster) with 9,772 votes. Third with 7,486 votes was 翔 (sho), the first character of Shohei Ohtani's name. Next were 震, shin (quake) and 選, sen (election).

Pope Francis on Saturday held a ceremony in the Vatican to install Isao Kikuchi, the archbishop of Tokyo, as one of 21 new cardinals of the Catholic Church.


Following the ceremony, known as a consistory, at St Peter's Basilica in which cardinals received a red hat and a ring from the pope, Kikuchi, 66, told reporters, "It is our mission to contribute to the development of the world."


"I also feel there are large expectations (on me) to deliver a message of peace from the Japanese church," he also said.


Kikuchi became the seventh Japanese to become a cardinal, following Manyo Maeda, who was named in 2018. Cardinals under the age of 80 have the right to vote in a conclave to select a new pope.


Born in Iwate Prefecture, northeastern Japan, Kikuchi became the archbishop of Tokyo in 2017.


With the latest 21 additions, hailing from across the world, the number of cardinals totals about 250, according to the Holy See.

Last month, administrators announced that Tokyo’s Shibuya Ward would not be holding any New Year’s Eve countdown events this year. It’s part of a continuing effort to eliminate the drunken, rowdy, ill-mannered crowds that used to congregate in the area around Shibuya Station for Halloween and New Year’s, turning much of the neighborhood into a de-facto street party and resulting in damaged property, injuries, and unsightly amounts of litter.


But though we already knew the neighborhood wasn’t going to have anything extra going on for New Year’s Eve, an update now shows that Shibuya Ward is going to be less welcoming on New Year’s Eve than an average night. Not only will there be no special events (and the year-round Shibuya public drinking ban still in place), the statue of faithful dog Hachiko, the most famous landmark and meeting place in the district, will be covered up and sealed off on New Year’s Eve, just as it was on Halloween.


Also mirroring this year’s Halloween protocols, barricades and pedestrian traffic flow-restricting partitions will be put up in the area around Shibuya Station for New Year’s.


Regarding the decision, Shibuya Ward Mayor Ken Hasabe said: “We are collaborating with numerous public institutions in order to strengthen security around Shibuya Station on New Year’s Eve and to prevent accidents and injuries. Doing so is difficult with large crowds, so we ask for everyone’s understanding and cooperation in preventing overcrowding.”


The Hachiko covering and other barriers are scheduled to go up at 6 p.m. on December 31, and are currently projected to be in place until 1 a.m. the following morning, so if you want a snap a photo with Hachiko, you’ll need to plan your visit for another time.

Groups of Korean survivors of the U.S. atomic bombing of Nagasaki and Hiroshima and their descendants will be among attendees of the Nobel Peace Prize award ceremony in Oslo on Tuesday, when Nihon Hidankyo, Japan's most prominent atomic bomb survivors' group, receives the accolade.


Many Koreans were in Japan during World War II as migrant workers or forced laborers, and some were impacted by the 1945 bombings.


Survivors in South Korea have been seeking redress and apology from Japan, saying they were affected as a result of its colonial rule and war of aggression, while those who live in Japan hope the public will become more aware of their plight.


Among those attending the ceremony in the Norwegian city with Hidankyo, or the Japan Confederation of A- and H-Bomb Sufferers Organizations, is Lee Tae Jae, whose father was a wartime Korean laborer at a Mitsubishi Heavy Industries factory in Nagasaki when the bomb was dropped over the city.


"We must hold the United States liable for dropping the atomic bombs, hold Japan responsible for its forced labor and demand compensation," the 65-year-old chairman of a group of Korean atomic bomb victims' descendants said during a symposium in Seoul last month.


While the number of Korean atomic bomb survivors remains unclear, estimates say some 70,000 were exposed to the blasts, with 40,000 dying. According to the Korea Atomic Bombs Victim Association, approximately 1,600 survivors were living in South Korea as of the end of November.


The Japanese government initially restricted medical aid and benefits to survivors, or hibakusha, in Japan and only began providing them to those abroad in 2003 following years of court battles.


Jeong Won Sul, 81, chairman of the association, who is traveling to Oslo, believes the Japanese government should also compensate the victims for medical costs before 2003.


In the South Korean county of Hapcheon, known for its population of Koreans who returned from Hiroshima, second-generation survivor Han Jong Sun works at a nonprofit organization dedicated to people in the same situation.


Noting there are many descendants of atomic bomb survivors who suffer health issues or disabilities, Han said, "I hope that the Nobel Peace Prize will provide an opportunity for Japan to apologize to the victims."


Meanwhile, groups of ethnic Korean residents in Japan who were affected by the atomic bombings have expressed their hope for further recognition.


In a press conference held last month, Kwon Jun O, head of the citizen's association for the relief of A-bomb victims in South Korea, said while the win was a joyous event, "I felt incredibly sad that the existence of the many Korean people (impacted) was not touched upon."


The group, which was founded seven years after Hidankyo in 1963, similarly calls for medical care for survivors and nuclear abolition. Kwon's group had also made efforts to expand aid by the Japanese government to those living in Korea.


Kim Jin Ho, the 78-year-old chair of another Korean hibakusha group in Japan, said many Koreans were atomic bomb victims, but it is not widely known.


"I want people to take an interest in the hibakusha with a background in the Korean Peninsula," he said.

Manufacturers of miso paste and soy sauce widely produced in Japan's central region are betting on inbound tourists having a yen for Japanese fermented foods and the rich traditions of Japanese cuisine.


More foreign visitors have started taking tours of factories dedicated to the production of soybean paste, said to have been a favorite of the country's first shogun in the 17th century, Tokugawa Ieyasu, and eating out at traditional Japanese ryotei restaurants.


The allure of dishes such as narezushi, the earliest form of Japanese sushi made by fermenting fish in rice, served at the establishments, gives tourists much to write home about. Despite being a favorite of seafood lovers, the fish has a distinctive pungent aroma that some describe as "sewage-like."


"The traditional manufacturing process looks fresh and is appealing to a widening fan base," pointed out one tourism official, adding that plans are underway to conduct factory tours by trained guides to introduce fermented specialties of the Tokai region.


Foreign visitors who toured Maruya Hatcho Miso Co, a miso production factory in Okazaki, Aichi Prefecture, with a nearly 700-year history, said they admired how the long, labor-intensive process of manufacturing miso is taken for granted these days.


Founded in 1337, the company has preserved its time-honored method since before the Edo period, placing high-quality soybean koji, salt and water in large wooden vats, sealing them with a pyramid of heavy rounded stones and leaving them untouched for two full years.


In recent years, the factory has attracted visitors not only from within Japan but also from Taiwan, Europe, and other parts of the world. "We wish to convey a true sense of Japanese culture from our small brewery," said Maruya Hatcho President Nobutaro Asai, 75.


Kawaramachi Izumiya, a ryotei restaurant in Gifu, central Japan, which serves fermented and aged narezushi made by adding rice to salted ayu sweetfish, has been attracting several groups of foreign tourists each week since last year.


Zenhichi Izumi, 58, the owner of the restaurant, has developed new dishes popular among foreign guests, including a narezushi featuring ayu sweetfish with fish roe and ramen noodles flavored with ayu sweetfish seasoning sauce.


"My hope is they can enjoy a taste that they can only experience here," Izumi said.


Masashi Kato, 60, a professor of applied microbiology at Meijo University, explained that agriculture has long flourished in the Tokai region, where beans and rice are abundant. The warm, humid climate provides ideal conditions for brewing, enabling the production of a wide variety of fermented foods.


Health-conscious Tokugawa Ieyasu, the first Edo shogun and unifier of Japan, was a big fan of hatcho miso soybean paste due to its robust source of protein that he would supply to his armies.


Ieyasu, whose military shogunate spanned from 1603 to the start of the Meiji Restoration in 1868, lived to the age of 75, far exceeding the average life expectancy of his era.


With a nod to culture, an executive committee for "fermentation tourism" was officially launched in August this year, co-sponsored by Central Japan Railway Co and the tourist association of the city of Handa in Aichi Prefecture, home to vinegar producer Mizkan Holdings Co.


A pre-tour of sake and miso breweries held in October 2023 was well received by the 35 participants from nine countries, mostly from Europe and the United States. The committee plans to begin full-scale group tours from the Tokyo metropolitan area and abroad in May next year.


Hiroshi Sakakibara, 46, committee executive director, said, "We would like to propose tours that allow visitors to experience the traditions through all five senses."


Plans are also underway to train tour guides familiar with traditional manufacturing methods.


Sakiko Yoshida, 46, who has been organizing her own group tours of fermented food producers, has launched a project to certify aspiring expert tour guides after they have undergone lectures and on-the-job training at production sites.


"We want to develop human resources -- people who can serve as a point of contact between producers and consumers and support local cultures," she said.
