Racers shut away for a week incommunicado and airport-style metal detectors -- powerboating in Japan deploys strict measures as one of only four sports in the country that can be legally bet on.


Powerboat racing started more than 70 years ago under a special gambling law that classifies it alongside horse racing, speedway and cycling in Japan.


The niche sport, which has seen 30 fatal accidents, has long been in the shadows because of its close association with betting.


But now organizers are keen to shed that image and attract new fans to the fast and furious action.


The rules are simple. Six racers battle it out over three laps of a 600-meter oval course in single-seater boats that can reach speeds of up to 80kph.


Men and women compete together and the 1,600 pilots racing professionally range in age from 17 to 75.


Even the most successful racers are virtual unknowns, but racer Tomonori Tsuchiya believes attitudes are changing.


"There have been a lot of adverts on TV recently and I think the media has helped it become a major sport," he told AFP at a race in Tokyo, overlooked by Mount Fuji. "More kids are seeing it on TV and thinking that they want to become boat racers too."


Powerboat racing started in 1952 and today over 4,500 races are held annually at 24 venues around the country.


Races begin with a flying start as the pilots streak along the straights before jockeying for position at the turns, straining over the side of their boats for a better racing line.


Collisions are frequent and races dangerous, despite pilots wearing helmets and kevlar body armor.


Competitions generally run for a week, with daily races at the venue.


During that period racers are shut in at on-site dormitories and are forbidden from bringing in mobile phones and other devices that would allow them to communicate with the outside world.


Despite the restrictions powerboat racer Masaki Nishikawa was arrested and sentenced to three years in prison in 2020 for fixing races.


Shigeru Yamanaka, a spokesperson for the Japan Motor Boat Racing Association, said the scandal "sent a big jolt" through the sport. "Make no mistake, it caused a big loss of trust among customers," he said.


Yamanaka says stronger measures have since been introduced. Racers must pass through metal-detector gates when they enter the venue to make sure they don't have a phone or any other means of remote communication.


Pilots say lockdown life can be boring but they have plenty to occupy themselves with when racing begins.


All racers use the same equipment and are randomly assigned a wooden boat and a 400cc two-cycle engine on the competition's opening day.


After that it is up to them to maintain their equipment for the rest of the week, forcing them to act as both racers and engineers.


"I'm not so good at the maintenance side yet but I'm starting with the propellor and learning from there," said 17-year-old Suzuka Takahashi, in her first year as a professional.


Takahashi is one of about 250 women on the circuit, which features both gender-segregated and mixed races.


There is a diverse age range among the pilots too, with male racer Jiro Takahashi currently the oldest at 75.


Rie Tanikawa, now 57 and in her 38th year as a professional, said racing gets harder with age but "a powerboat is something you ride with feeling. You don't need so much physical strength compared to other sports and your ability to do maintenance on your boat only gets better as you get older."


There was a crowd of a few hundred people, including solo older men, families and couples, at Tokyo's Tamagawa race course on a recent Sunday.


Kanami Saito, visiting with her husband Atsushi, said the action was "a bit like a Formula One race".


"It's clean and you can eat nice food," said the 49-year-old. "It used to be only old men that came but it's different now."


Jushiro Masuda, a 39-year-old craftsman, had a different reason for attending.


"I've always liked gambling," he said. "It's fun. Sometimes you win, sometimes you lose."

The spring whirlpool viewing season has begun in the Naruto Strait in Tokushima Prefecture.


The "whirlpool opening" is held every year by Naruto City and the Tourism Association on the day of the spring tide, when large whirlpools form. This year, the tourist season kicked off on March 1.


First, a Shinto ritual was held on a boat with the participation of tourism ambassadors from Naruto City in Tokushima Prefecture and Awaji Island in Hyogo Prefecture, who prayed for safety at sea and the promotion of tourism, Tokushima Shimbun reported.


The famous whirlpools, which attract tourist boats every spring, are created by the ebb and flow of currents in Naruto Strait and vortexes can reach up to 20 meters in diameter, swirling at a velocity of 20 kilometers per hour.

Japan's Maritime Self-Defense Force has fully resumed training flights of its SH-60K patrol helicopters after exercises were restricted following a fatal collision last April, the MSDF chief Adm. Akira Saito said Tuesday.


Saito also said the wreckage of the two crashed SH-60Ks, which remains on the seabed in the Pacific, is expected to be salvaged later this month under a $10 million contract reached with the U.S. Navy.


The two helicopters collided on the night of April 20 during a submarine detection drill above waters east of Torishima Island, around 600 kilometers south of Tokyo in the Izu island chain, where the water's depth is about 5,500 meters. All eight personnel aboard the two copters were killed in the accident.


The accident was likely caused by the failure of both crews to keep a proper lookout, with no maneuvers taken by either helicopter to avoid contact, according to the result of an investigation released by the Defense Ministry in July.


The MSDF suspended training flights involving the aircraft after the accident, but has gradually eased the restrictions since. Training flights were fully resumed on Friday, after the MSDF decided that it is possible to conduct nighttime drills involving multiple SH-60Ks.

A Japanese court on Wednesday rejected a request to halt the operation of a nuclear reactor run by Shikoku Electric Power Co in western Japan.


In the lawsuit at the Hiroshima District Court, plaintiffs, including survivors of the 1945 U.S. atomic bombings, claimed there is a high likelihood of a serious accident at the Ikata plant's No. 3 reactor if an earthquake or volcanic eruption strikes the area.


But Presiding Judge Kazumi Ohama said, "We cannot say that there are actual risks to harming the lives and bodies of the plaintiffs."


The reactor, located on a narrow peninsula in Ehime Prefecture, was restarted in 2016 after clearing Nuclear Regulation Authority safety screenings based on stricter standards introduced following the massive 2011 earthquake and tsunami disaster in Fukushima Prefecture that caused a major nuclear accident.


The number of plaintiffs in the lawsuit, first filed in 2016, totaled 337, including 38 survivors of the atomic bombings of Hiroshima and Nagasaki.


"We believe the court accepted our arguments that the safety of the Ikata No. 3 unit has been secured," Shikoku Electric said, adding it will continue efforts to ensure safe operations.


The plaintiffs argued the utility's risk assessment in the event of a Nankai Trough megaquake in the Pacific and a violent eruption of Mt. Aso in southwestern Japan is insufficient.


Shikoku Electric said its evaluation is based on the government's projection of the largest possible earthquake and that a massive volcanic eruption is highly unlikely.

Japan has promised 545 million yen in grant aid to Mongolia to help improve the infrastructure of the strategically key nation sandwiched between China and Russia.


Foreign Minister Takeshi Iwaya and his Mongolian counterpart Batmunkh Battsetseg signed related documents after their talks in Tokyo, where they reaffirmed continued collaboration on the issue of Japanese abductees taken by North Korea in the 1970s and 1980s.


"It has become more important for Japan and Mongolia to step up cooperation as special strategic partners for peace and prosperity," Iwaya said at the meeting. Battsetseg called boosting relations with Japan "one of the top priorities" of her nation's foreign policy.


The Japanese Foreign Ministry said 275 million yen will be provided to deliver air pollution monitors, while 270 million yen will be earmarked for equipment to develop the sewerage system.


Japan has been beefing up defense and economic ties with Mongolia, a landlocked country heavily dependent on China and Russia in terms of trade and energy, in recent years.


Japan has decided to provide the Mongolian military an air traffic control radar system worth 1.3 billion yen in the first provision under Tokyo's "official security assistance" program launched in 2023 to support like-minded states.


Mongolia, which maintains a friendly relationship with North Korea, has served as a mediator over the abduction issue. Tokyo and Pyongyang have no diplomatic ties.

A 108-year-old woman from eastern Japan was officially recognized Wednesday by the Guinness World Records as the world's oldest female barber.


Shitsui Hakoishi from Nakagawa, Tochigi Prefecture, received the certificate of recognition at a local venue as neighbors and regular customers celebrated her achievement.


"Life has been full of hardships since I was young, but I'm truly happy," she said.


Hakoishi, who began her apprenticeship at a barbershop in Tokyo at 14, obtained her barber's license in 1936.


She opened a shop with her husband, a fellow barber, but she evacuated to her hometown after it was destroyed in an air raid, according to the Guinness World Records. After her husband died in the war, she set up a small shop at her home while raising their two young children.


In March 2021, she participated as a torchbearer in the Tokyo Olympics torch relay. While knee pain means she can no longer take on as many customers as before, she still demonstrates her haircutting skills whenever she receives a booking.


"Some people travel from far away to see me, so I want to keep going as long as I can," Hakoishi said.

China on Monday urged Japan not to disrupt peace and stability in the Taiwan Strait following revelations over the weekend that a Japan Maritime Self-Defense Force destroyer sailed through the area in February.


"We firmly oppose any country's act of provocation under the pretext of freedom of navigation that threatens China's sovereignty and security," Chinese Foreign Ministry spokesman Lin Jian told a press conference, demanding that Tokyo "act prudently on the Taiwan question."


In a challenge to China's military assertiveness in the area, the destroyer Akizuki navigated the waterway between China and Taiwan, a self-ruled island claimed by Beijing, after taking part in a joint drill on Feb. 5 with U.S., Australian and Philippine vessels in the South China Sea, a Japanese government source said.


The vessel's passage through the strait came after MSDF destroyer Sazanami sailed in the narrow sea channel along with Australian and New Zealand vessels in September, the first known such navigation by a Japanese defense ship.

Prince Hisahito, the second in line to the throne, held a debut news conference on Monday, telling reporters he would try to balance official duties and his university studies and research about the dragonfly.


Hisahito turned 18 last September, becoming the first male royal family member to reach adulthood in almost four decades in Japan. It marked a significant development for a family that has ruled for more than a millennium but faces the same existential problems as the rest of the nation — a fast-aging, shrinking population.


The prince said he would follow the good examples of his uncle, Emperor Naruhito, and other elder members of the imperial family, while pursuing his university studies, beginning next month.


Speaking to reporters at the Akasaka Estate residence in Tokyo, Hisahito said he believes the role of the emperor as a symbolic figure is someone who “always thinks of the people and stays close to them.”


Hisahito is second in line to Japan's Chrysanthemum Throne, only after his father, Crown Prince Akishino. Before Hisahito's birthday last year, his father had been the last male to reach adulthood in the family in 1985.


The prince is the youngest of the 16-member all-adult imperial family and one of only five men, including former Emperor Akihito. He said he barely had time to celebrate his adulthood on Sept 6 as he is still finishing high school.


The 1947 Imperial House Law, which largely preserves conservative pre-war family values, only allows a male to succeed to the throne. Female royal members who marry commoners lose their royal status.


Hisahito's older cousin, Princess Aiko — the only child of Naruhito and his wife Masako, a Harvard-educated former diplomat — is seen as the public’s favorite, though the law for now bars her from becoming an empress, despite being in a direct line of descent.


Japan's conservative government wants to keep the royal succession male-only, without relying on women, though it is looking for a way to allow women to keep royal status if they marry commoners and serve in royal duties.


In his childhood, Hisahito showed an avid interest in insects and plans to study biology at the Tsukuba University near Tokyo, starting in April. He hopes to focus his studies on dragonflies, a species that has captivated him.


Apart from researching dragonflies and other insects, Hisahito told reporters he is also interested in studying ways to protect insect populations in urban areas. His other interests lie in growing tomatoes and rice on the palace compound.


Because Japanese royals have to stay away from politics, members of the Imperial Family tend to study biology, literature and arts. Naruhito's specialty is water transport while his father, Emperor Emeritus Akihito who abdicated in 2019, researches fish. Hisahito's father, Crown Prince Akishino, is an expert of chickens.


Japan will hold a coming-of-age palace ceremony for Hisahito on Sept 6, his 19th birthday.

TOKYOThe operator of a nuclear power plant in Japan's Niigata Prefecture said Thursday it has postponed the completion of anti-terrorism measures at one of its idle reactors beyond the October deadline to 2029.


Tokyo Electric Power Company Holdings Inc aims to restart the No. 7 reactor at its Kashiwazaki-Kariwa plant northwest of Tokyo by this summer, but it is likely to face prolonged suspension again after the October deadline passes.


The seven-reactor facility is one of the world's largest nuclear power plants capable of generating a total of 8.212 million kilowatts of electricity. It served as an important energy source to supply electricity to the Tokyo metropolitan area before the 2011 massive earthquake and nuclear disaster in northeastern Japan.


TEPCO, which had planned to complete the facility by March, now aims to end the construction work in August 2029. The utility has reported the postponement of the fulfillment of anti-terrorism measures to the Nuclear Regulation Authority.


Taking steps against terrorist threats became mandatory under the stricter safety standards implemented after the 2011 nuclear accident in Fukushima Prefecture triggered by the massive earthquake and tsunami disaster.


To prepare for possible terror attacks, such as aircraft being flown into them, the measures require the installment of an emergency control room away from the reactor building to maintain the cooling of reactors.


TEPCO, meanwhile, will also postpone the completion of such measures at its No. 6 reactor to September 2031 from the earlier goal of September 2026, it said.


The utility was unable to proceed with the project as planned as the work is several times larger in scale than the construction of a reactor building and not enough construction workers were available, said Takeyuki Inagaki, TEPCO's superintendent at the plant.


"It is difficult to foresee a construction schedule for a project of such an unprecedented scale," Inagaki told a press conference.


The Nos. 6-7 reactors cleared safety screenings by the nuclear regulator in 2017.


But the nuclear regulator effectively banned the restart of the plant in 2021 due to serious safety flaws after a series of problems surfaced including an unauthorized entry to the control room. The ban was lifted in 2023 and the utility loaded nuclear fuel into the No. 7 reactor in April last year.


The restart of the reactors still requires local consent, but Niigata Gov Hideyo Hanazumi has yet to announce whether he will agree to it.


The mayor of Kashiwazaki, one of the host cities which supports the restart of the reactors under certain conditions, expressed disappointment.


"I thought the delay would be just around six months or a year," said Kashiwazaki Mayor Masahiro Sakurai, adding the city's stance on nuclear plants remained unchanged.

More than 80 homes appear to have burned down and some 2,000 people have been ordered to evacuate after a wildfire broke out in a northeastern Japan city, local authorities said Thursday, as the region was hit by its third fire in around a week.


The blaze since Wednesday has burned across 600 hectares of land in Ofunato, Iwate Prefecture, the municipal government said. Firefighting efforts continued through the night, while Self-Defense Forces helicopters were mobilized in the morning to contain the fire from the air.


A burned body was also found in the area, with police investigating its possible link to the wildfire, they said. The Fire and Disaster Management Agency called for the emergency support of 680 personnel from firefighting departments in six nearby prefectures.


An information liaison headquarters has been established at the prime minister's office. Top government spokesperson Yoshimasa Hayashi said the central government will "work closely with local governments to provide necessary support."


Nearby schools and kindergartens were closed Thursday, while 500 homes in Ofunato were without power, according to local authorities. A section of a train line in the city was also suspended.


At an evacuation center in the city, 87-year-old Sadao Kumagai feared he had lost his home, saying the "fire and smoke got closer at an unbelievable speed."


Efforts to contain the blaze Wednesday were carried out at ground level, the city government said, as the strong winds precluded waterbombing by helicopters.


When the latest fire broke out, strong wind and dry air warnings were in place in the area.


A wildfire previously broke out in Ofunato on Feb 19 and was largely extinguished by Tuesday. A second blaze emerged in neighboring Rikuzentakata on Tuesday and was contained by around Wednesday noon.

JAPAN SAYS IT SENT MSDF PERSONNEL TO BLACK SEA MINE-SWEEPING EXERCISE IN 2024 - TOKYO JAPAN

Japan sent 10 Maritime Self-Defense Force personnel to a multinational mine-sweeping exercise in the Black Sea in September 2024 as part of its cooperation with Ukraine, Defense Minister Gen Nakatani said Tuesday.


The Sea Breeze exercise, cohosted by the United States and Ukraine since 1997, aims to promote freedom of navigation, stability and security in the region. Japan first took part in 2021 by sending an observer, the Defense Ministry said.


Nakatani told a regular press conference that the safety of MSDF personnel during the training, held in Bulgaria's territorial waters last year, was ensured through coordination with coastal countries, dismissing concerns about drifting mines.


Asked why the MSDF had not made public that it had sent personnel, Nakatani said, "We did not actively announce it in consideration of various factors, such as the fact that no vessels were dispatched and only a small number of members participated."
